Kaigama spoke at the National Executive Council (NEC) meeting of Association of Senior Civil Servants of Nigeria (ASCSN) in Abeokuta, Ogun state capital, saying that in the past recruitment into the civil service was based on merit, enabling competent persons to be engaged for effective service delivery to the citizens.
According to him, “In recent times however, this cherished culture in the Civil Service is being eroded as new entrants with HND and BSc are being placed directly on Grade Level 09 or 10 instead of 08, while holders of second degrees are placed on 10 or 12 instead of 09 as it used to be.”
He explained that the development has led to a situation where officers that have served for more than five years to 10  years with higher qualification, experience, and skills are being made to report to their juniors, which is very unfair and capable of demoralizing such personnel.
He advocated for stiffer sanctions for pension fund thieves in order to act as deterrence to others, adding that organized labour in the country is disturbed by the alarm raised  by the National Pension Commission (PenCom) that about N9.6 billion under the new pension scheme is unaccounted for.
“It is a good thing though that the management of PenCom has assured the nation that efforts are being made to recover the money from Pension Fund Administrators (PFAs) and Pension Fund Custodians (PFCs).  It is necessary to add that we, the Nigerian workers, will not tolerate a scenario whereby, any individual, corporate outfit or even government will dip its hand into the contributory pension fund under the guise of borrowing,” he said.
