And the NTA has several of them.
That is why the acting appointment of the current Director-General that has gone beyond the six months permitted by civil service rules is disheartening.  
To my knowledge, it is about one year eight months this month since the first appointment.   
The Nigerian Civil Service allows for a period of only six months or thereabout within which an officer appointed to hold such a public office in an acting position especially at such a high level could either be confirmed or reverted back to his previous position after the confirmation of the substantive officer.
The politics of who becomes the substantive DG is stifling activities at the NTA; and the sooner the government acts on this issue the better.  
But it is really a wonder that the government would prevaricate on this issue since April 2012, when Malam Usman Magawata stepped aside and one Mr Musa Maiyaki assumed office in acting capacity.
Since then, a lot of water has passed under the bridge from that date to now including the retirement of three out of the former six executive directors and four other directors at the NTA.
As at now, apart from the position of the substantive DG there are three or four vacant positions of the executive Director cadre that are yet  to be filled too at the NTA. This has been so even after a Chairman and board were named and sworn in for the NTA. The government should end the uncertainty and the agony that it has spread round.
