When the World Health Organization Polio Eradication Programme decided to transition its most critical health data from legacy on-premise servers to Microsoft Azure, David Oviaesu was tasked with leading the initiative, and the stakes couldn’t be higher. The integrity of polio surveillance data, outbreak reports, and country-level reporting systems is at risk in 47 countries in Africa. With a half-million dollar project and an entire continent’s faith at stake, Oviaesu executed the miracle of not just modernizing WHO’s IT infrastructure but also hardening it against breaches, outages, and data loss. More than the technological aspect, it was his diplomacy of convincing dozens of country offices that were not convinced to adopt a unified system that made a difference in the migration. It is this aspect that provides a peek behind the curtain of the strategists who converted a significant risk into one of WHO Africa’s most impactful digital wins.
From Benin City to Brazzaville
David Oviaesu’s story does not begin in the sleek corridors of the WHO. He grew up in Benin City, Nigeria, where he studied Computer Science and eventually obtained a B.Sc. in Computer Engineering from Benson Idahosa University. He has pursued a Master’s degree in Information Technology from Sikkim Manipal University (Ghana) and Robert Gordon University (UK). He is currently working towards a Ph.D. in Health Informatics and Analytics at Texila American University Consortium.
His career was also diverse. He taught IT, worked with Christian NGOs, in Nigeria before joining WHO Nigeria in 2015 as an ICT Helpdesk Technician. He was promoted to ICT Manager within three years and was responsible for the organization in all 36 states. In 2022, he became a Regional Systems Audit Specialist at the African Regional Office of WHO, located in Brazzaville, Congo, from where he would be at the center of the continent’s digital health architecture.
Building Systems That Scale
From day one, Oviaesu didn’t just maintain systems; he built them. Similarly, he developed an application for verifying payment accounts in WHO Nigeria, which enabled the verification of volunteers’ bank accounts to prevent costly mistakes in thousands of payments. He would later go on to manage an app that collects data currently used for surveillance in 47 African countries, generating over 750 million data points on public health.
He also consolidated the separate data sets in Africa into a master Health Facility Masterlist. The innovation has since been published in JMIR Public Health and Surveillance (2024), further demonstrating its global applicability.
He contributed to strengthening WHO Africa’s digital and geospatial enablement efforts by supporting the operational use of GIS-driven tools for disease surveillance and targeted public health interventions. In Nigeria, he played a key role in improving ICT reliability and service continuity for WHO operations, including upgrades to internet connectivity, systems uptime planning, and the introduction of resilient backup measures to reduce service disruptions. These initiatives were as much about people and coordination as they were about technology which required structured engagement implementing partners and WHO staff. The success of these efforts depended on his ability to combine technical anticipation with cross-stakeholder collaboration, ensuring that critical public health systems remained functional, accessible, and secure.
Publications That Shape Policy
Oviaesu’s technical contributions are matched by his academic output. He has co-authored widely cited works, including Development of a Consolidated Health Facility Masterlist (JMIR Public Health and Surveillance, 2024); Conceptualizing and Implementing a Health Workforce Registry in Nigeria (Human Resources for Health, 2022); The Digitization of Active Surveillance (Research Square, 2020), and Institutionalizing Documentation for WHO Nigeria (BMC Public Health, 2018). Each reflects his ability to link technical innovation with measurable public health impact.
Recognition and Awards
In 2022, Oviaesu received the Outstanding Crisis Technology Support Award (COVID-19 Response Period) issued by the Security and Emergency Management Awards (SAEMA) – a nationally credible recognition process supported by senior security communication experts, humanitarian professionals, and crisis management scholars. This award recognised his exceptional ICT leadership and the reliability of emergency systems supporting Nigeria’s COVID-19 response. In the same spirit of national service impact, he was also honored as the regional office of World Health organisation for his contributions to polio eradication. These recognitions are complemented by an extensive portfolio of advanced professional certifications and technical trainings – including CompTIA, Cisco, ethical hacking/cybersecurity, and project management – reflecting sustained mastery of globally recognised standards in mission-critical information technology.
Outside of the UN system, Oviaesu is a co-founder and the Chief Technology Officer (CTO) of Shelta, a property technology company. In this book, he takes lessons from global health – resilience, scale, and user-centered design – and applies them to the real estate sector.
“The context changes,” he said, “but the principles remain: systems must serve people, be reliable, and scale sustainably.”
Lifelong Learning and Memberships
He maintains an intentional culture of lifelong learning, combining deep hands-on systems practice with continuous professional development across cybersecurity, enterprise IT governance, cloud systems, geospatial technologies, and modern data-driven decision support. His training path reflects the reality of operating mission-critical public health systems – where availability, confidentiality, resilience, and interoperability are not theoretical ideals but daily operational requirements.
He also sustains strong professional standing through memberships and recognitions in reputable global and national bodies. These include IEEE (Senior Member), Association for Computing Machinery (ACM – Professional Membership), Institute of Software Practitioners of Nigeria (ISPON – Professional Membership), and multiple professional fellowships including International Federation of Global and Green ICT (IFGICT – Fellow), Soft Computing Research Society (SCRS – Fellow), and Association for Information Communication Technology Professionals (AICTP – Fellow). These affiliations provide both peer validation and continued exposure to emerging practices at the intersection of global health, cloud architecture, and digital innovation. “Every course is like sharpening a blade,” Oviaesu remarked. “They prepare you for the unexpected, because in this field, the unexpected is inevitable.”
The Strategist Behind the Screens
Colleagues described him as a person who views systems not just as code and hardware, but as systems comprised people, processes, and trust. He has managed teams of 20, continent-wide roll-outs, and finds time to mentor juniors.
“Technology fails sometimes,” he admits. “But systems designed with foresight recover faster. That’s the real test of resilience.”
Looking Forward
As WHO Africa moves forward with its digital health agenda, Oviaesu is indeed helping to set the stage for the next frontier: interoperability. “Africa cannot afford fragmented systems,” he insists. “The future is platforms that speak to one another, so that data collected in Lagos can inform preparedness in Lusaka or Kinshasa.”
Whether working as an ICT helpdesk and tech personnel in Benin City or as a global strategist in Brazzaville, Mr. Oviaesu’s career is a testament to the important fact that Africa is not simply consuming global technology; Africa is producing it. This is a tale of vision, perseverance, and an ethic that systems, and the people they serve, should all be designed not just to get by, but to flourish.
