It was a  political solution that was found when in the past ex-President Obasanjo tried depriving Akwa Ibom State of its oil producing status which resulted in the then Governor Victor Attah fighting back. The same 76 oil wells we are talking of today between Cross River and Akwa Ibom States are off-shore in nature and if the onshore-offshore oil dichotomy was not abrogated, none of the two states but the federal government would have been the custodian of the oil wells in question in the first place. A stitch in time saves nine.
