Nkrumah proposed ‘’neo-colonialism’’ as a new version of colonial ‘’indirect rule’’ by which Frederick Lugard meant that chiefs in Uganda were manipulated by British officials letting ‘’the African chief appear nominally in control’’ of economic exploitation of his people by Britain. Sir Harry Johnston stated that since the value of British trade in West Africa had risen from ‘’a few hundred pounds to about six million pounds’’ it was worth the cost of British colonial administration.
Nkrumah wanted a strong central authority to direct economies of fragmented African countries, since a new European Common Market would block Africa’s industrialisation since it was a clone of Europe’s conference in Berlin in 1884. Sekou Toure of Guinea was against Africa being a permanent continent of ‘’proletarian rural populations’’; ever supplying raw materials for Europe’s industries.
Out of Nigeria, Mazrui was thrilled by Action Group’s ‘’Policy Paper on a West African Union’’ issued in 1960.  It called for a united Nigeria and a United Africa in which Africa would overtake Europe in moral status by showing that with the ‘’use of superior brains’’ Africans would overcome tribal barbarisms which bled Europe in the 1914-1918 and the 1939-1945 wars. As Action Group put it: ”Negro States, though the last to come, are the first to use their brains for the conquest of the forces that have kept men apart’’. It aspired to conquer multi-lingualism and multi-tribalism to achieve nationalism both within Nigeria and in Africa.
 Action Group and the United Nations Economic Commission for Africa wanted to use African unity to overcome ‘’in the shortest possible time the technological gulf between, Africa and the more developed world’’.
 Mazrui also noted James Reston’s view in a New York Times edition in December 1961 that: ‘’Britain believed in a continuing dialogue with the Russians for considerations of future protection against the pressure of races far more numerous than the white races’’. This is a diamond stone amid Cold War wisdom. Euro-American plans to use Ukraine as a cobra sleeping next to Putin’s Russia, suggests that the threat of a billion Chinese plus over 800 million Indians plus over 300 million Africans have evaporated from sleep-hours of European leaders.
W.E.B. Dubois – one of the founding fathers of that pan-Africanism born in the Caribbean and North America – had predicted that the Twentieth Century would be marked by a racial war between angry Africans and Asians against European colonial racism. Since the 1967 Arab-Israeli war; war against the Taliban in Afghanistan; fratricide between Shiites and Sunnis following Anglo-American  destruction of Sunni power in Iraq; an engineered festival of fratricide in Syria, Libya and Egypt have contaminated Moslem ‘’radicals’’ with Euro-America nationalism as ‘’the right to conquer others’’. Demands that Euro-America must be honest with ‘’angry Islam’’ must admit this boomerang.
These wars are directly – or by ‘’indirect rule’’- fought by Euro-America with extraordinary brutalities even while France claims freedom, equality and human fraternity as its founding values; and NATO waves flags of ‘’human rights’’. These inconvenient contradictions must have links to twelve people slaughtered by gun-men proudly linked to Al Qaeda in Yemen.
To return to Ukraine, NATO’s militarisation of Ukraine follows a so-called “Arab Spring’’ which has wrecked Libya, Syria, Egypt and Iraq – all possible military markets for Russia; and a Russian strategy against American use of Israel as a warship packed on land on the edge of the Mediterranean Sea: a naval route to the underbelly of Russia. Perhaps geographical location and the deterioration in numbers of populations of a non-white race are in a tango here; as James Reston had hinted in 1961.
In the chemistry in voices of reporters and television newscasters there is  inequality in volumes of horror and counter-rage when dealing with arithmetic of deaths of victims of violence in Mumbai, Gaza, Tripoli, Juba, Paris, Missouri and Israel, for example. Such differences must become unintended instruments of recruitment of individuals into radicalism. This also includes attitudes by Euro-American leaders to the necessity by Asian, South American and African countries to restructure themselves outside ‘’indirect rule’’; including ‘’delaying the emergence of African manufactured goods’’ and what Mazrui called ‘’neo-exploitation’’.
On 9th January, 2015 Paris’s urban terrorism ended with the death of two French- Arabs and one French-African as martyrs of “valued pluralism’’. The silence that follows hosts the gap in wealth between Euro-America and exploited countries; rampant Euro-American violence; provoking a revolution of rising revenge.
