The Ahmadu Bello University (ABU) Zaria has developed a unified, evidence-based blueprint to transform agriculture and human capacity development in Zamfara State.

The Vice-Chancellor, Prof. Adamu Ahmed, presented the proposal to Governor Dauda Lawal during the commissioning of an upgraded departmental library at ABU’s Department of Political Science and International Studies, which the governor, an alumnus, sponsored.

Prof. Ahmed explained that the blueprint was produced collaboratively by ABU’s three leading agricultural research institutes: IAR, NAPRI and NAERLS, alongside the Institute of Education and Institute of Administration at no cost to the state government.

The framework integrates crop research and climate resilience, livestock innovation, last-mile agricultural extension delivery and human capacity development into a single transformation agenda.

Interventions will follow a train-the-trainer model, largely delivered through ABU’s Distance Learning Centre. The goal is to restore crop and livestock productivity, strengthen household and community resilience to climate shocks and address insecurity-related challenges in agriculture.

The programme also aims to train extension workers in modern delivery systems and enhance institutional capacity across ministries, the Agricultural Development Programme (ADP), cooperatives, the civil service, teacher service and community structures.

Comprehensive capacity-building initiatives target senior, middle and top directorate cadres to transform the state civil service.

Prof. Ahmed commended Governor Lawal for prioritising merit-based reforms, including competitive appointments and specialised training for staff.

The governor thanked ABU for its commitment, describing the university as instrumental in shaping his life and pledging continued support.
