The Senate Public Accounts Committee has queried the Presidential Amnesty Programme (PAP) for spending N87.9million on consultancy service to organise a purported end of the year conference for Niger Delta stakeholders.
The committee, chaired by Senator Matthew Urhoghide, is probing financial records of federal government agencies between 2016 and 2018.

The panel, relying on a report of the Auditor-General for the Federation, said the consultancy fee was paid in December 2017 for the conference.
It, however, said there was no documentary evidence that the conference was held as claimed.
“Further investigation revealed that date and venue of the conference were not disclosed; list of the stakeholders that attended the conference not attached; and the communique/report of the conference not sighted,” the audit query said.
In another query, the audit report showed that PAP paid N75m to contractors for the supply of stationery without due process.
