The Kano State Commissioner for Lands and Physical Planning, Hon. Abduljabbar M. Umar, has been commended for spearheading far-reaching land administration reforms that have strengthened transparency, boosted revenue generation and expanded investor confidence across the state.
In an assessment of the Kano Transformation Agenda, a political analyst, Chinedu Nsofor, said Umar’s stewardship reflects “leadership anchored in service, vision and inclusive development,” noting that his policies have placed citizens at the centre of public governance.
“Leadership is ultimately measured by the depth of its impact on human lives, the strength it brings to institutions, and the opportunities it creates for present and future generations,” Nsofor said.
“In Kano State, the stewardship of Hon. Abduljabbar M. Umar stands as a compelling illustration of leadership grounded in transparency, institutional reform and sustainable growth.”
According to Nsofor, Umar approached land administration not as a routine bureaucratic task but as a strategic pillar for social stability and economic advancement.
He noted that the commissioner recognised land as a source of livelihood, investment, family security and dignity, and designed reforms to modernise governance in line with the needs of a growing population.
“By restructuring administrative processes, simplifying documentation, improving record-keeping and embracing technology-driven solutions, the ministry was transformed into a system that serves the people rather than frustrates them,” Nsofor said.
A key highlight of the reforms, Nsofor said, was the execution of extensive land recertification initiatives across Kano State, addressing decades of uncertainty over land ownership.
“Thousands of property owners were empowered with legally recognised titles that provided clarity, protection and peace of mind,” he said.
“This strengthened individual property rights and reinforced the integrity of the state land registry, laying a solid foundation for urban development, housing expansion and long-term planning.”
Nsofor added that secure land titles have improved investor confidence, encouraging responsible private sector participation in Kano’s development.
“Real estate developers, financial institutions and industrial investors gained assurance that land transactions were governed by clear rules and credible documentation,” he said.
“This stimulated economic activity, supported job creation and positioned land as a catalyst for inclusive growth rather than a source of conflict.”
Under Umar’s leadership, the Ministry of Lands and Physical Planning also recorded unprecedented success in revenue mobilisation, earning the Best Ministry in Revenue Generation Award.
