Born in Keffi, Nasarawa State, Maikasuwa attended Abdu Zanga Primary School, Keffi, Government Secondary School, Kuru and proceeded to the School for Basic Studies, Zaria and Ahmadu Bello University, Zaria, for his post secondary education. He obtained a Bachelors of Science degree in Sociology from the same institution and Masters in Public Administration and Policy Analysis from University of Jos.
His parentage was adequately characterised by quest of both Islamic and western education. That explains his father’s insistence of pursuing education that currently serves as the tool of contributing to the development of the country. His father, was a Spartan and puritan gentleman, who prioritised Spartan upbringing in his family.
He was brought up under very harsh realities of life with the singular determination of making him extremely self-reliant, God fearing and also knowledgeable in any situation he found himself. His childhood was therefore imbued with a sense of importance of a wider society which is apparently beyond oneself and the sheer ability not to be selfish in his dealings with people as well as all the relevant skills necessary to survive in a complex social environment.
His stint in the public service started immediately after he completed the mandatory one-year National Youth Service Corps (NYSC) programme in Kano in 1981, where he was employed as an Assistant Secretary II (Establishments) in the FCDA. He was at various times Principal Personal Officer (Corporate Affairs), Assistant Chief Personnel Officer and Chief Personal Officer (Special Duties) before he was transferred to the Presidency as acting Assistant Director (Personnel Management), National Guards Headquarters in 1993.
At the Presidency, he was also Chief Personnel Officer and later on acting Assistant Director, Public Accounts Committee. His involvement with the National Assembly started first in 1994, when he became acting Assistant Director (Administration) and Special Assistant to the Clerk of the national Assembly. He rose to become Assistant Director and Deputy Director in the same office till 2005 when he was finally transferred to the National Assembly Service.
At the National Assembly Service, he was acting Director, Department of Library, Research and Computer Services; acting Director, Personnel Management and promoted Clerk to the House of Representatives in March 22, 2007.
More than two years after his new posting as the substantive Clerk of the lower chamber of the National Assembly, Maikasuwa could not occupy his new office not to talk of discharging his responsibilities at the instance of the Speaker of the House of Representatives, Dimeji Bankole. Instead, an acting Clerk was appointed at the behest of the Speaker and has been holding forth as the clerk of the House of Representatives for over two years.
A member of various professional bodies, the Clerk has attended several workshops, seminars and management and administrative courses both at home and abroad. Among them was the National Conference of State Legislatures 2000 Annual Meeting held in San Antonio, Texas, USA in August, 2001; modernising the Human Resource Function training programme at the RIPA International, London in 2006 and Senior Executive Course No 29 at the National Institute for Policy and Strategic Studies (NIPSS), Kuru in 2007.
