This was contained in a communiqué issued at the end of a two-day National Conference on Climate Change and Sustainable Environmental Management in Nigeria, organized by EMAN in partnership with Development Planning and Management Consultants (DPMC) in Abuja.
The participants in a 11- point communiqué advocated for the integration of physical planning into environmental management and development process in Nigeria, particularly in the urban and rural areas.
The communiqué called for an increased momentum in the economic empowerment of the populace and the sensitisation of the grassroots on a harmonious man-environment relationship while strengthening the enforcement capacity.
It also stressed on the need to enforce the regulation on environmental impact assessment and decentralizing the entire process and making it less cumbersome and expensive.
It called on the government to adequately fund agencies involved in environmental management and monitoring to enable them update their facilities and recruit formerly trained environmental managers as specified in the approved scheme of service for environmental managements officers cadre.
The strengthening of inter- agency co-operation with the Federal Ministry of Environment as the umbrella platform as well as  liaising with the National Planning Commission to take advantages of available opportunities and access to donor funds and technical cooperation was also recommended by the communiqué.
The communiqué also recommended that the National Emergency Management Agency (NEMA) should invest more in instrument that will aid risks reduction measures as a compliment to disaster relief efforts and there should be a contingency plans to respond to, and monitor ,disaster occurrences at national, sub-regional  and local levels.
It called for the Act to Establish Environmental Managers Registration Council of Nigeria (EMRECON) at the National Assembly to be given accelerated attention in order to enhance the regulation of Environment Management Programme in the country.
