The House of Representatives at the plenary Thursday passed through second reading a bill seeking to alter the provisions of the Constitution of the Federal Republic of Nigeria, 1999, (As Amended) to enhance interstate commerce by moving trade and commerce between the states to the Concurrent Legislative List.
The proposed legislation sponsored by member representing Ideato North South Federal Constituency and Chairman, House Committee on Petroleum Resources (Downstream), Hon. Ikenga Ugochinyere was presented for second reading by the House leader Hon. Julius Ihonvbere.
According to the explanatory memorandum, “Part 1 of the Second Schedule is amended as follows: A “paragraph (a) of Item 64 is amended by deleting the words and trade and commerce between the States. Part2 ofthe Second Schedule is amended as follows: A By inserting a new Paragraph (f) under Item 17 to reads as follows: to promote and enhance trade and commerce between states of the federation.”
When put to a voice vote by the Deputy Speaker, Rt Hon. Benjamin Kalu, who presided over the session, it was supported by the lawmakers and passed.
