A reform committee on street begging and child abuse in Borno State has recommended the establishment of Tsangaya Education Board that would coordinate reforms and regulate the almajiri (tsangaya) system of education.

Government spokesperson, Malam Isa Gusau, said in a statement that Zulum had in November, 2020 set up the reform committee, with the mandate to come up with an action plan that could be applied to end street begging and abuse of children through the almajiri system.
The committee, which had various scholars as members, was chaired by Khalifa Aliyu Ahmad Abulfatahi.
The statement noted that the committee came up with its report after a series of deliberations that involved public hearings and intellectual submissions by diverse stakeholders.
Presenting the report, Sheikh Abulfatahi said the regulatory board recommended would be responsible for implementing far-reaching recommendations of the committee, which would include key government policies.
Receiving the report, Governor Zulum assured that the report would be studied thoroughly and appropriate measures would be put in place in accordance with the committee’s recommendations.
