The Federal Ministry of Budget and Economic Planning (FMBEP), in collaboration with the Agence Française de Développement (AFD), successfully concluded a three-day training workshop on AFD procurement guidelines for government officials, project implementation units and AFD project staff. The event took place from 6th to 8th May, 2025, at Stratton Hotel, Abuja.

The training brought together over 60 participants from various Ministries, Departments, and Agencies (MDAs) engaged in the implementation of AFD-funded projects across Nigeria. The sessions strengthened participants’ understanding of AFD procurement procedures in line with international best practices, with a focus on Goods, Consultancy, and Works Contracts.

In his opening remarks, the Permanent Secretary of the FMBEP, Dr. Vitalis Emeka Obi mni, expressed appreciation to the AFD for “its continued support in enhancing institutional capacity for effective project delivery”. He also emphasized “the importance of consistent training in ensuring transparency, accountability, and value for money in the procurement processes of donor-funded projects”.

For his part, the AFD Country Director for Nigeria, Xavier Muron highlighted “the crucial role of procurement for the successful implementation of project”. He added that “this capacity building activity will help fast track the delivery of AFD’s €2 Billion ongoing portfolio of developmental projects in Nigeria”

Key highlights of the training included:

–      In-depth sessions on AFD procurement principles and guidelines;

–      Comparative analysis of Nigerian public procurement regulations and AFD standards;

–      Practical case study reviews and group exercises;

–      Workshops on consultancy services and contract management; and

Discussions on the security requirements in AFD Standard Bidding Documents. Participants commended the interactive nature of the training, which featured projected presentations, open Q&A sessions, and small group activities that encouraged hands-on learning and peer exchange.
