The Centre for Social Justice (CSJ) has stressed the need for the full implementation of the state Primary Health Care Under One Roof (PHCUOR) law in Katsina in view of its importance to advancing health issues especially as they relate to Maternal, new born child health (MNCH).
The Program officer ( Good Governance) Emejuiwe Victor during an advocacy visit to the officials of the state ministry of health noted that a score card conducted by NPHCDA in 2015 shows that Katsina came 7th but with some weaknesses that needs to be addressed.
He listed them to include, the law not being in line with the PHCUOR policy, incomplete repositioning of Al PHC structures and functions as well as poor Human Resource for Health system and lack of capacity building.
He said, there is the need for the law to be amended to align with the principles of PHCUOR and the leadership of the management team should be separated from that of the governing board as well as establish a pooled fund mechanism for PHC activities and improve funding for Katsina.
In his remarks, the Permanent Secretary Dr Kabir Mustapha said already an implementation committee of government is working hard to harmonise all issues regards to the PHCUOR with a view to strengthening it’s operation in the state.
He said best budget practices are being adhered to and asked development partners to always feel free and come forth with their programmes so that they can be adequately captured in expenses of the ministry’s budget.
