The Colleges of Education Academic Staff Union (COEASU) has said the Integrated Payroll Personnel Information System (IPPIS) and Contributory Pension Scheme (CPS), has a lot of pitfalls.

Both IPPIS and CPS was initiated by the Federal Government and adopted by most state governments. COEASU faulted the attitude of both federal and state governments in the fulfillment of their obligations in Contributory Pension Scheme (CPS).

The union’s position was made known in a communiqué issued at the end of its national workshop on policy, institutional and industrial issues.

COEASU pointed at the irregularity in the remittance of their contributions as one of the factors that engender inefficiency and ineffectiveness by service providers.

“This was considered highly deplorable given the evident delay noticeable in the payment of benefits to deserving retirees,” said the communiqué, jointly signed by Nuhu Ogirima and Taiwo Olayanju, President and General Secretary respectively.

It also decried what it termed the unilateral selection of insurance managers by the Office of the Head of Service of the Federation.

“This action leads to delay and non-payment of the premiums to insurance companies which is usually the excuse of service providers for delay in payment of entitlements to the families of deceased staff in the system; whereas the previous practice, where institutions appointed their insurance brokers was characterized by prompt responses and the payments were done with dispatch at times of need,” it said.

The communiqué, therefore, called on the government to adhere strictly to the existing laws which confer rights on individual MDAs/Parastatals/Colleges to appoint their insurance brokers/underwriters.
