Both federal and state governments have ample opportunity to deal with any issue that borders on security, especially in the North where majority of our youth are not eager to make millions to travel to US and Europe like their southern counterparts. The opportunity is the vast and cultivatable land we have. The world has raised an alarm about the food shortage that is right now facing 1/3 of the world’s population.  
Even though we’ve heard that Federal Government is trying to register 80,000 farmers for some kind of assistance, the question is; how many of our peasant farmers get fertilizer subsidies? Does the Ministry of Agriculture own any farmland where employment is generated? If today, for instance, government decides to secure a land for farming activities a large number of unemployed will be employed and the possibility of having miscreants will be reduced not to talk of youth jeopardizing their own life for an unachievable course.
When a legitimate means of livelihood is eliminated for whatever reason and leaving so open  doors to the opposite, like stealing, armed robbery, kidnapping, political militancy, cultism, insurgency, each of which is a way of extortion,  then the country is in for it.
The government has a responsibility not only of protecting lives and property but also of providing job opportunities to our teaming unemployed youth in order to steer them away from being security risks.
