Climate finance refers to financing channeled by national, regional and international entities for climate change mitigation and adaptation projects and programmes.
Farayi Madziwa of the Southern Africa Regional Office of the Heinrich Boll Foundation made the remarks while presenting a paper on tracking climate finance in Africa at the Post-Warsaw national consultative and media training workshop organised by Climate and Sustainable Development Network (CSDevNet) and Heinrich Boll Foundation Nigeria, in Abuja.
He said civil societies have roles in evaluating, monitoring and reporting the governance of climate finance adding that they are mandated by international instruments such as Principle 10 of the Rio Declaration and the Bali guidelines and Articles four and six of the United Nations Framework Convention on Climate Change (UNFCCC).
Madziwa said majority of climate finance has been directed to mitigation activities, particularly in fast growing emerging economies such as India, China, South Africa, Turkey and Mexico, where emissions are growing rapidly.
National Coordinator of CSDevNet, Atayi Babs said the workshop was aimed at deliberating on the outcome of the Warsaw Climate Conference held in Poland November last year and how it affects Nigeria and the current issues on post 2015 Framework, among others. “The Warsaw meeting recorded some landmark achievements as well as disappointments hence the need to discuss these at a multi-stakeholder workshop where the gains of the conference will be appropriately distilled with a view to domesticating the initiatives and set in motion country-wide activities towards the next Conference of Parties in Peru,” he said.
Highlight of the workshop was the official presentation of a handbook titled “Climate Governance in Africa” with the regional director of Inter Press Service (IPS) Africa Kudzai Leslie stressing that it is a useful reference book for journalists on issues concerning climate governance in the continent.
