The Director-General of the Gombe Geographic Information System (GOGIS), Dr Kabiru Usman Hassan has congratulated Governor Muhammadu Inuwa Yahaya of Gombe State on an Honorary Doctorate (Honoris Causa) conferred to him by Lincoln University College, Malaysia.

In a statement issued by the GOGIS Media & Communication Office, Dr Hassan described the recognition as a reflection of the governor’s “visionary leadership and commitment to transformative governance,” particularly in the area of land administration and digital reforms.

The GOGIS boss noted that Governor Yahaya’s administration has repositioned land governance in the state through far-reaching institutional and technological reforms. According to him, the modernisation of GOGIS has led to the digitisation of land records, improved service delivery, and greater transparency in land transactions, making the system more efficient for residents and investors.

He explained that the shift from manual to digital processes has significantly reduced delays, curbed fraudulent practices, and accelerated the issuance of Certificates of Occupancy. The deployment of Geographic Information Systems (GIS), he added, has improved the accuracy of land mapping, ensured clearer property boundaries, and strengthened physical planning across the state.

The statement further highlighted the regularisation of customary land holdings into statutory titles as a major milestone under the current administration. This process, according to GOGIS, has enhanced security of tenure, reduced land disputes, and created a more predictable environment for property ownership and investment. The reforms have also contributed to improved internally generated revenue, providing additional resources for public development projects.

Beyond land reforms, Dr Hassan acknowledged Governor Yahaya’s broader developmental interventions across key sectors. He cited ongoing road construction and rehabilitation projects aimed at improving connectivity and boosting economic activities within and beyond the state. Urban renewal and structured planning initiatives were also mentioned as steps toward ensuring more organised and sustainable city growth.

In the education sector, the statement pointed to reforms focused on expanding access to schooling, improving learning outcomes, and strengthening the teaching workforce. Housing development was also referenced, with the administration credited for delivering affordable housing projects designed to ease accommodation challenges and promote planned communities.

Dr Hassan said the honorary doctorate underscores growing recognition of Governor Yahaya’s governance model, which he described as rooted in innovation, institutional strengthening, and inclusive development. He reaffirmed GOGIS’s commitment to supporting the administration’s policies and sustaining reforms that promote economic growth and improved public service delivery in Gombe State.
