He spoke yesterday in Katsina while addressing newsmen on the activities of the health sector in the state.
Talba said the sum of N3.2 million has already been released for a census exercise across the state, in order to ascertain the number of persons who fit the criteria.

He added that having an accurate data on those to benefit from the scheme will make it easier for the state to make a budget on the expenses involved.
According to him, the state already spends no less than N180 million annually for the provision of free healthcare for pregnant women, children below 5 years, psychiatry patients, renal dialysis, malaria and accident victims within 48 hours.
Tabla said as part of measures to provide easy access to healthcare delivery, the state constructed five new comprehensive health centres and upgraded 12 primary health care centres.
“We have, in collaboration with the local government areas, constructed one dispensary in all 361 political wards across the state and each of the 34 local government areas has been provided with a mobile ambulance unit,” he said.
The commissioner, who admitted that the state is faced with challenges of health personnel, added that plans are underway to establish a college of medicine at the Umaru Musa Yar’adua University so as to pave way for more health workers.
So far, he said over 245 medical students are being sponsored by the state.
