A group known as Concerned Employees of Tertiary Institutions on Good Governance has alleged that members of oppositional political parties are sabotaging Presidential Bola Ahmed Tinubu’s government efforts to tackle challenges facing the educational sector through Integrated Personal and Payroll Information System IPPIS in the country.

The group in a press release recently, stated that, “It is amazing, instead of IPPIS to focus on the settlement of the outstanding liabilities owing Tertiary Institutions, it is surprising to note that employees of those institutions are still being boarded on IPPIS platform as ghost workers even with FG’s effort to restore seamless activities and eradicate strike actions by unions in Tertiary Institutions”, adding that “oppositions in government are using some agents in the system working against the actualization of the renew hope agenda of Mr President”.

This allegation emanated from the fact that from 2023 to 2024, the federal government has made efforts to abolish the IPPIS in order to enhance efficiency and improve on education in the Universities, Polytechnics and Colleges of education in the country.

It could be recalled that in 2023, during The Federal Executive Council (FEC) Meeting on Wednesday 20th , December 2023, the federal government approved the removal of public tertiary institutions from the integrated payroll and personnel information system (IPPIS).

Speaking with Journalists after the meeting at the Presidential Villa, Abuja, the Minister of Information, Mohammed Idris, stated that the development means that members of staff of Federal public universities, polytechnics, and colleges of education have been taken off IPPIS.

He added that the authorities of tertiary institutions will now be paying their personnel from their own end rather than relying on IPPIS.

The Federal Government had earlier proposed an implementation plans, issueing new guidelines, outlining the process for federal tertiary institutions to transition out of the Integrated Personnel and Payroll Information System.

The move was originally aimed at granting these institutions more autonomy to improve efficiency in payroll management.

Meanwhile, in October, 8th, 2024, the former Accountant-General of the Federation, Dr Oluwatoyin Madein in a circular, provided details of the transition plan.

According to the circular, the payroll for October 2024 will still be processed through the IPPIS platform, but starting in November, institutions will handle their payroll independently.

 

It stated further that the Office of the Accountant-General of the Federation’s IPPIS department will verify these records, and payments will be made via the Government Integrated Financial Management Information System.

Madein emphasizing the importance of adhering to the new guidelines, stated that, “The payrolls for October 2024 for the tertiary institutions shall be processed on the IPPIS platform while that of November and December 2024 shall be processed by the institutions, checked by OAGF IPPIS, and payment made through the GIFMIS platform.”

To ensure a smooth transition, He stressed that the Federal Tertiary Institutions (FTIs) must complete and submit GIFMIS Enrolment Forms by October 21, 2024.

Several employees of tertiary instructions, including the Federal University of Agriculture Mubi were verified and on-boarded on IPPIS platform in February 2025.

This exercise had been carried out among institutions long after Tertiary Institutions exited from IPPIS Tertiary Platform

But unfortunately, some of the people managing the IPPIS has gone ahead to labeled some of the staff of the tertiary institutions as ghost workers.

The Concerned Employees of Tertiary Institutions have however alleged that it is the political oppositions working with the government that is trying to destroyed the efforts of president Bola Ahmed Tinubu’s government efforts in tackling challenges facing tertiary educational sector in the country.
