The performance drive of the agenda on FCT is to open up new districts by constructing and completing access to new districts; private sector will be given an incentive scheme to provide site and services within districts. Government’s intensity will be geared towards the provision of policy, legal and regulatory atmosphere for continuous private sector participation in the development of key infrastructures of the districts.
The elucidation by Senator Bala Mohammed on the inventiveness of the FCT Administration is for the development of the districts in phase IV of the Federal Capital City, ostensibly using FCT land as resources for infrastructure development; he has also shown that the new strategy which is dubbed “phase IV Transformation Agenda Project”, is ardently a property development structure based on the remarkable fact that the FCT Administration is working in partnership with the private sector to convey qualitative houses with key infrastructures to Greenfield districts established on the Federal Government’s transformation agenda.
As a result of this, a framework has already been established to ensure real delivery of the project within the transformation period and to avoid any form of land conjecture, land freezing and distortion of the Abuja Master Plan during the implementation of the scheme.
Senator Bala Mohammed is categorical that his administration will ensure that the execution of work is done in strict adherence to the range, description and standard of work set by the Federal Capital Territory (FCDA).
In the area of opening of districts, the FCT Minister has commenced with opening of five districts (Jahi, Guzape, Maitama Extension, Kagini and Wuye
districts) in an unprecedented manner; provision of infrastructure for three of these districts will be carried out by a Private Public Partnership Initiative arrangement. This enumerated systems (Land Swap Deal and Opening of Districts by PPPI) will ensure the fast-tracked development of the FCT, it will also ensure that the problems of paucity of funds, burden on the infrastructures in the existing districts in the FCT is drastically reduced and the ever rising population is evenly spread when the new districts are completed. The benchmark by the current FCT Administration is to provide at least 10 new districts by 2015.
The land swap initiative, unprecedented opening of five districts and the attraction of investment from within and outside Nigeria put at an aggregate of $10 Billion by the FCT Minister has created a conventional 150,000 employment opportunities and this is predicated on the transformation agenda of President Goodluck Ebele Jonathan.
The realization of the transformation ideals is integral to Senator Bala Mohammed and as a result of this more developmental projects will be delivered in the FCT, in addition to the protection of lives and properties in the territory.
