Vice President Kashim Shettima has said Nigeria is targeting the top 80 nation spot in human capital development by 2030.

The vice president however stated that the feat is only possible if Nigeria acts with boldness, and is swift with policy implementation, guided by data in its human capital development plan. 

Speaking in Uyo during the state launch of ARISE Human Capital Development Strategic Plan and ARISE Local Government HCD Implementation Road Map, Shettima commended Akwa Ibom for being the first state in the country to localise the HCD vision at both the state and local government levels, saying the federal government will partner the state in development.

The VP who said the National Human Capital Development (HCD) programme is a solution re-engineered to meet the needs of the people at the moment, stated that any policy or programme that intervenes in the life of the people will only succeed if it is rooted in the grassroots.

“If we must meet our target of reaching a Human Capital Index score of 0.6 and becoming a top 80 nation globally by 2030, we must act with boldness, implementation must be swift, data must guide us, financing must be innovative, and our vision must be protected from political transitions. 

“That is why we are working to institutionalise the HCD plan to ensure that no matter who occupies these offices tomorrow, the investments we’re making people today will endure. 

 

 

 

“I urge every governor to learn from the example set by His Excellency, Pastor Umo Eno. There is no legacy that surpasses that of building our people. 

 

 

 

“There is no monument that will outlive the legacies of health, education, and opportunity. Education is the greatest leveler. Within a generation, the son of a pauper, the son of a poor farmer, can be a celebrated icon,’ he stated. 

 

 

 

Shettima said if Nigeria must expand its national human capital, it must pay attention to humanisation, learning outcomes, youth unemployment, maternal mortality, and the data to understand them. 

 

 

 

Governor Umo Eno said Akwa Ibom was happy to be selected as the first state for the launch of the programme.
