FG to rank MDAs on ease of doing business, others

The federal government said it will soon rank ministries, departments and agencies of government based on its Ease of Doing Business performance, transparency and other public disclosures.
Director General of the Bureau of Public Service Reforms, Dasuki Arabi, stated this at a one day workshop on the presentation of the Transparency and Integrity Methodology Handbook 2025, which was developed in partnership with the Centre for Fiscal Transparency and Public Integrity (CFTPI).
He said, “The underlying objective of the transparency methodology index aligns with the development objective of Pillar lll: Public Financial Management of the National Strategy for Public Service Reforms (NSPR), which seeks to achieve strategic, efficient and effective mobilisation, allocation and use of public resources as well as ensure fiscal discipline, transparency, integrity and accountability through timely reporting.
“As part of the broader role of the Bureau of Public Service Reforms to strengthen institutions and build capacity for better service delivery, the Bureau over the years conducts the annual scorecard for ranking MDAs website in accordance with the principles of Executive Order 01 on Ease of Doing Business, Freedom of information Act (2011), and ensuring standard guidelines for government websites by the National Technology Development Training Agency(NITDA).

“The ranking is done through a rigorous multi-level assessment process using fifteen (15) criteria with Key Performance Indices (KPIs).
“Key to the implementation of the scorecard for MDAs’ websites is the implementation of the National e-Government Master Plan, which seeks to encourage public institutions in the use of digital platforms in Public service delivery, using automated platforms and the electronic data record management system,” he explained.
Also speaking, the Executive Director of CEPTI noted that the methodology was carefully selected in line with the transparency and accessibility of MDAs.
