In a move widely hailed as breakthrough for African science diplomacy, Professor Rabia Salihu Sa’id of the Bayero University, Kano (BUK) has been appointed to an independent United Nations scientific panel charged with assessing the catastrophic effects of nuclear war. 

The announcement came on July 17, 2025 when the United Nations (UN) secretary-general, António Guterres formally unveiled the formation of the panel created under the General Assembly Resolution A/RES/79/238: “Nuclear War Effects and Scientific Research.” 

The 21‑member panel comprises leading scientists around the world – drawn from fields such as Nuclear Radiation Studies, Atmospheric Sciences, Environmental Studies, Agriculture, Public Health, Behavioural and Social Sciences, and Applied Economics. Professor Sa’id – the lone representative from Nigeria – joins experts from Brazil, China, South Africa, Japan, Argentina, Australia and others.

The group is tasked with producing a comprehensive report by 2027 to be presented at the UN General Assembly’s 82nd session. Its charge: to examine the physical and societal consequences of a nuclear war at local, regional and planetary scales, including climatic, environmental and radiological effects and impacts on public health, agriculture, ecosystems and global socioeconomic systems over the days, weeks and decades following a nuclear exchange.

Nigeria’s Ministry of Foreign Affairs described her selection as “a welcome recognition of Nigeria’s voice in shaping safer and more secure global policy,” while emerging reactions on social media and from academic circles celebrated the appointment as a milestone for Nigerian women in STEM.

Born in April 1963 in Wangara, Kano State, Professor Sa’id overcame early societal barriers to become a distinguished physicist. She began her university education at age 29, saving funds by running a nursery school and later raising six children while pursuing her academic path, a journey that stands testament to her resilience and determination.

Her academic credentials include a Bsc, Msc and PhD in Physics from Bayero University, Kano; and an additional Msc in Environment and Development from the University of Reading, UK, under a Ford Foundation Fellowship.

She rose through the ranks at BUK: from graduate assistant in 1999 to full Professor of Atmospheric and Space‑Weather Physics by 2019. Along the way, she received notable honours, including the Elsevier Foundation Award for Women Scientists in the Developing World and a recognition in the BBC’s 100 Women series in 2015.

Beyond her research, Prof Sa’id co‑founded Nigeria’s Association of Women Physicists in 2011. She remains active as a STEM mentor through programmes such as the Visiola Foundation and the British Council’s Active Citizens Programme, encouraging young women across Nigeria to pursue careers in science and engineering.

Her research has addressed Nigeria’s environmental challenges – studying dust aerosols, solar radiation, ionospheric dynamics and climate modelling in tropical settings. She pioneered the development of briquettes from carpentry waste to reduce deforestation around Kano, while advocating renewable energy solutions, including solar and wind power.

 

Significance of UN panels

The UN’s decision to convene this panel marks the first global scientific assessment of nuclear war effects since a cross‑sectional study published in 1988 under UN auspices. With tensions between nuclear‑armed states rising and arsenals being modernised after decades of relative calm, the UN deemed it necessary to update and deepen scientific understanding of nuclear conflict’s impacts.

A spokesperson from the International Campaign to Abolish Nuclear Weapons (ICAN) welcomed the panel’s establishment, noting that despite an already substantial body of research, there has been no comprehensive, current synthesis in over 35 years. The new study will integrate modern climate‑modelling tools, recent ecological and socioeconomic data and today’s complex global interconnectedness into its findings.

The UN resolution was adopted with a resounding majority – 144 votes in favour while only the United Kingdom, France and Russia opposed it, and 30 countries abstained – underscoring widespread global support for scientific examination of nuclear risk.

The panel is to conduct its work over 2025-2026, engaging widely with civil society groups, international bodies (including the ICRC and WHO), regional institutions and impacted communities in order to capture perspectives at every level. Public health concerns, as highlighted in a WHO resolution adopted in May 2025, are central to the panel’s remit, reaffirming that nuclear war is not only a geopolitical issue but also a fundamental risk to global health and security.

 

Professor Sa’id’s role and vision

Professor Sa’id has emphasised the importance of having African expertise at the heart of global security decisions: “Africa must have a seat at the table when global security and human survival are discussed.”

Her contributions will focus especially on atmospheric and radiological modelling, tropical climate dynamics and local community perspectives around environmental and health resilience in the wake of nuclear emergencies.

Her appointment symbolizes broader progress, not just for Nigerian science but for women in Physics and STEM across the continent. As a co‑founder of the Association of Women Physicists, she has spent years encouraging female participation in hard sciences. Her presence on the panel marks a powerful message to girls and young women: that leadership in global science is within African reach.

The panel’s first meeting is slated for September 2025 and its findings are expected to be presented at the UN General Assembly in 2027, providing a pivotal evidence base for future disarmament policy, climate preparedness and health systems planning.

As Nigeria celebrates Professor Sa’id’s selection, stakeholders from the academia to civil society see this as a defining moment in science diplomacy. Her work may shape global policy at a time when nuclear risk is no longer a relic of the cold war but a pressing contemporary threat. Through her voice and Nigeria’s, Africa may provide critical insight into how the planet grapples with existential risk and collective survival.

Professor Rabia Sa’id joins a team representing global gender and geographical balance. Their landmark study seeks to guide humanity toward informed, evidence‑based nuclear policy long after 2027, and ensure that no region remains voiceless in the conversation over nuclear threat and survival.

Professor Said is widely acknowledged for her rigorous research in atmospheric physics, particularly her in‑depth investigations into dust aerosols, solar radiation, ionospheric dynamics and tropical climate modelling.

She has authored and co‑authored numerous peer‑reviewed articles on aerosol optical depth, radiative forcing of Saharan dust and seasonal and diurnal variations of surface refractivity using automatic weather station and AERONET data across West Africa.

Among her notable publications are empirical models estimating global solar radiation from sunshine hours, analyses of total electron content variations over equatorial regions, and studies on coronal mass ejection signatures and geomagnetic field fluctuations – all aimed at improving climate prediction in tropical settings.

Beyond her atmospheric research, Professor Sa’id has championed environmental sustainability, developing practical solutions such as briquettes from carpentry waste to reduce deforestation in Nigeria. She has also played a leading role in establishing low‑cost air quality monitoring networks by combining ground‑based data with satellite observations through projects like CAR/NASRDA’s TRODAN initiative and collaborations with AESEDA. Her work bridges atmospheric science, climate resilience and renewable energy advocacy, placing Nigerian research at the intersection of local environmental needs and global scientific inquiry. 

Born on April 21, 1963 in Wangara, Gezawa Local Government Area of Kano State, Nigeria, Rabia Salihu Sa’id grew up in a region where educational opportunities for women were limited. After completing her secondary education at the Federal Government College, Sokoto in 1981, she managed Alfitra Nursery School in Kano from 1987 to 1997, working as proprietress and headmistress to support her family and fund her education.

At age 29, she enrolled at Bayero University, Kano and earned her Bsc in Physics in 1996, soon followed by a role as a    Physics teacher at Excel College in Kano from 1997 to 1999.

In September 1999, she joined Bayero University as a graduate assistant, becoming one of the first female Physics staff members in the department’s history. She advanced steadily: completing an Msc in Environment and Development at the University of Reading (UK) in 2002 on a Ford Foundation Fellowship, then an Msc in Physics at BUK in 2003.

In 2010, Professor Sa’id spent four months at the Institute of Applied Physics, University of Bern, Switzerland as a visiting research scientist, collaborating with experts in terrestrial and atmospheric remote sensing. She earned her PhD in Atmospheric Physics from Bayero University Kano in 2013 and was also named a Fellow of the African Scientific Institute that same year.

She rose through academic ranks to become an associate professor (2016-2019) and a full professor in 2019. Alongside her academic roles, she was the deputy dean (female) in the Student Affairs Division from 2012 to 2016. 

She received the Elsevier Foundation Award for Women Scientists in the Developing World in 2015 and was featured in the BBC’s 100 Women series (2015). She also earned other major honours, such as the Nigerian Women in Physics award and a Kano State Ministry of Science and Technology award. 

Most recently, she was appointed to the UN Scientific Panel on Nuclear War Effects in 2023, and in 2025 continues her leadership as the lead coordinator of WCAPS‑NG and research fellow at CREST, reinforcing her status as a leading voice in both science and policy on global risk and environmental sustainability.

 

Colleagues, students speak

Professor Sa’id has continued to receive glowing tributes from former students and colleagues for her unwavering dedication to mentorship, youth empowerment and academic excellence.

Dr Anas Abubakar Bichi, a senior lecturer at BUK and one of Prof Sa’id’s former students, described her as a tireless mentor who has made a significant impact both within and beyond the academic space.

“My relationship with her started when I was a student – she was then my level coordinator. She is good and hardworking. She is good at mentoring people, helping with all the support within her. If she cannot help she will definitely find a way for you.

“After graduation she became a colleague, but we still see her as our mentor and lecturer, even though she doesn’t see it that way. The relationship was maintained with mutual respect.

“Outside work, she led several people to the British Council’s Active Citizens Programme as one of the lead coordinators and helped us develop our capacity. She has mentorship programmes beyond the academia. She mentors people to achieve whatever initiative they want to start, like the Arewa Youth Mentorship Initiative.

“She answers everyone’s calls all the time and has led younger colleagues to attain heights through several youth-led initiatives,” he said.

One of her former students, Umar Salisu Ahmad, who is now a staff member of the Yusuf Maitama Sule University of Education, Kano, echoed similar sentiments: “She is one of a kind, a mother, more than a lecturer who puts you on the right track always. She was my mentor and lead coordinator who put me on several life-changing paths that I will never forget,” he said.
