The capital, Gusau, had long been regarded as an eyesore, struggling to offer the essential amenities that many other state capitals could boast. The lack of motorable road networks, safe drinking water, a clean environment, quality educational institutions, and accessible healthcare facilities highlighted Zamfara’s lagging status in the region. Recognizing these critical shortcomings, Governor Lawal embarked on an ambitious project to rebuild the state from the ground up.

Under his leadership, a comprehensive master plan was developed, aimed at establishing modern infrastructure that would not only improve the quality of life for residents but also position Zamfara as a viable hub for investment. One of his primary initiatives involved the massive construction of both inner and feeder roads across the state. In collaboration with local government authorities, he assessed the infrastructure needs of each locality, prioritizing both critical and secondary requirements.

To date, Governor Lawal has invested over 4 billion Naira in infrastructure development across each Local Government area, significantly enhancing the living conditions for countless residents. Furthermore, during his tenure, Zamfara faced significant challenges, particularly related to its disconnection from the national electricity grid, which plunged many households into darkness. As a result of these concerted efforts, over a hundred roads have been completed, while several others are either under construction or in the bidding process. Upon assuming office in May 2023, the Governor promptly declared a state of emergency in the health sector after uncovering alarming deficiencies that hindered the delivery of essential medical services. A particularly striking example of this crisis was the discovery that a single ultrasound machine, which was in poor condition and held together with seal tape, was responsible for serving nearly six million residents.

Recognising the urgent need for reform, Governor Lawal’s administration quickly mobilised resources to address these critical challenges. They launched an aggressive campaign to enhance healthcare infrastructure, which included the procurement of modern medical equipment, the recruitment of skilled healthcare professionals, and the renovation of existing health facilities. Additionally, the administration sought to improve access to healthcare services in remote areas by establishing mobile clinics and ensuring that essential medications were available at local health centres. This decisive action aimed not only to repair the immediate inadequacies of the healthcare system but also to lay the groundwork for long-term improvements in public health across Zamfara. Launched an extensive needs assessment followed by a phased plan to rehabilitate general hospitals statewide.

In just twelve months, Governor Lawal has made significant strides in improving healthcare infrastructure by inaugurating fully renovated and equipped General Hospitals across key locations in Zamfara State, including Gusau, Anka, Maradun, Maru, Kaura, and Nasarawa Burkullu. These hospitals now feature state-of-the-art amenities designed to enhance patient care and medical services. Among the modernized facilities are Accident and Emergency Units, Special Care Baby Units (SCBUs), Maternity Wards, Radiology Departments, Dental Clinics, Orthopaedic Wards, and Operating Theatres, each equipped to meet the diverse health needs of the population.

For instance, in Anka, the governor unveiled a comprehensive facility upgrade that included the construction of a new laboratory, maternity unit, and emergency services department. Additionally, patient wards and pharmacy blocks underwent extensive refurbishment, resulting in improved environments for both patients and healthcare professionals. To complement these enhancements, the administration has acquired advanced medical equipment essential for modern healthcare, including diagnostic imaging tools and surgical instruments.

Recognizing the importance of skilled healthcare providers, the government has implemented biomedical training programs aimed at enhancing the competencies of healthcare workers. Furthermore, a robust health governance model has been established to ensure ongoing maintenance of these facilities and to facilitate effective service delivery.

A landmark achievement was the commissioning of the newly remodeled Yariman Bakura Specialist Hospital in Gusau, presided over by former President Olusegun Obasanjo. Once dilapidated, the hospital now boasts modern medical facilities, including an MRI machine and a CT scanner, which are crucial for accurate diagnosis and treatment. The upgraded maternity ward is specifically designed to address and reduce the birth mortality rate within the state, aiming to provide safer deliveries and better maternal care.

In a concerted effort to strengthen the healthcare system, Governor Lawal has granted permanent employment status to 60 dedicated nurses who volunteered their services at the remodeled Yariman Bakura Specialist Hospital. After publicly vowing to never negotiate with kidnappers and bandit terrorising the state, in a transformative effort to bolster safety and public confidence, his administration has initiated the distribution of 140 state-of-the-art operational vehicles, which include both double-cabin pick-up trucks and specialised Buffalo vehicles, to a range of security agencies statewide. This significant enhancement in mobility directly contributes to improved response times and greater operational efficiency in combating banditry and violent crime, which have plagued the region.

In addition to strengthening law enforcement capabilities, Governor Lawal has established the Community Protection Guards, a state-owned security initiative designed to work in tandem with federal forces. This innovative program not only aims to augment security personnel presence but also seeks to actively engage local communities. By incorporating grassroots surveillance and implementing early warning systems, the initiative fosters a collaborative approach to security that empowers residents. The yield has made the elimination of the top bandit leader in the state and has also put many on the run bringing a relative peace in the state. He has also provided monetary and fueling of trucks support to all security outfits in the state to enhance seamless operations in a bid to combat insecurity in the state.

These strategic investments are yielding visible improvements, with enhanced coordination among various security outfits leading to a notable decrease in violence. Communities that once suffered from insecurity are now experiencing a marked return to normalcy, promoting an environment where sustainable development can flourish. The commitment to safety through such multifaceted strategies reveals the Governor’s dedication to restoring peace and stability across Zamfara.

Educational Transformation

Education stands as a crucial pillar within the Rescue Agenda, receiving dedicated and focused attention from the state administration. In January 2024, the Governor launched an ambitious school rehabilitation initiative, beginning with the Government Girls Arabic School (GGAS) Gusau—one of the oldest and most esteemed educational institutions in the state. This action followed a tragic incident in which a fire ravaged five student hostels, prompting the administration to not only rebuild these essential structures but also to expand the renovation project significantly.

The comprehensive upgrade involves over 94 different facilities within the school. Among these improvements are state-of-the-art science laboratories equipped with the latest technology, innovative ICT centres designed to enhance digital literacy, and revitalised classrooms that foster an engaging learning atmosphere. Additionally, the project has included the creation of modern libraries stocked with a wide range of educational resources, newly constructed mosques for spiritual development, improved staff housing for educators, and enhanced toilet facilities to ensure hygiene and comfort for all students.

This extensive initiative is part of a broader education recovery framework aimed at revitalising boarding schools throughout the state. The framework emphasises the necessity of providing modern teaching resources and retraining educators to align with international standards in pedagogy and student engagement. By doing so, the administration not only seeks to remediate the damage from past incidents but also aims to create a contemporary learning environment that caters effectively to students pursuing both science and arts as well as commercial subjects. This strategic approach underscores the commitment to fostering a robust educational landscape that promotes academic excellence and holistic development. Governor Lawal has taken significant steps to improve the educational landscape in the state by addressing the debt of over 1.5 billion Naira that was left unpaid by the previous administration. This debt was primarily related to the West African Examinations Council (WAEC) and the National Examinations Council (NECO) examinations, which are crucial for students seeking admission into tertiary institutions across the country. In addition to clearing the debt, Governor Lawal has successfully facilitated the release of pending examination results. This move is vital as it allows students in the state to access their results promptly, enabling them to register for upcoming examinations. By ensuring that students can complete these necessary assessments, the governor is actively working to enhance educational opportunities and pathways for youth in the state, ultimately aiming to support their ambitions and contribute to a more educated populace. Recently, the state unveiled a financial empowerment initiative aimed at benefiting 8,225 secondary school girls across all 14 Local Government Areas (LGAs). Each girl received ₦60,000 per school session through the AGILE and ACReSAL projects. This initiative specifically targets girls from the most impoverished and vulnerable households, facilitating their continued education. Over 500 beneficiaries from Gusau, Bungudu, and Kaura Namoda will also be provided with Community Revolving Funds, fostering local development and resilience.

Governor Lawal emphasised the importance of breaking down barriers to girl-child education and encouraged all beneficiaries to manage the funds wisely. The initial funding for this program totals ₦322 million, with plans already in progress for a second batch of support. He has also launched the state-wide school feeding programme where students from primary school would be fed meals to ensure their malnutrition becomes a thing of the past. He also committed to ensure farmers in the state are engaged as the state will patronise farmers’ produce to boost local production and also ensure more farmers are engaged and further spur them to return to their farm land and produce food to crash the food prices.

Agricultural Revolution for self-sufficiency

In a concerted effort to restore Zamfara’s reputation as a premier farming state, Governor Lawal has launched a series of strategic initiatives aimed at revitalising the agricultural sector. Recognising the challenges faced by farmers who have been displaced from their lands due to terrorism and banditry, the state government is providing significant support to ensure food security and facilitate robust trade in agricultural products. This initiative seeks not only to stabilise the local agricultural economy but also to create a vast network of trade routes across Zamfara, leveraging its fertile arable lands for sustainable agricultural development.

As part of these efforts, the state has successfully distributed an impressive 59,205 bags of fertilisers, utilising 98 trucks for logistics. This extensive distribution is a crucial intervention, as it directly empowers local farmers to maximise productivity during the upcoming wet season, an essential period for crop cultivation. In addition to fertilisers, the initiative includes the provision of 34,800 kilograms of rice seeds and 80,000 kilograms of maize seeds, which are key staples for the region. Furthermore, the government has distributed 23,740 litres of herbicides, 11,735 litres of insecticides, and 23,470 sachets of seed dressing chemicals, all of which are vital in enhancing crop yields and ensuring the health of the crops.

Governor Lawal remains committed to the protection of farmers and is focused on creating an environment conducive to commercial growth. Plans are underway to stimulate economic activity by fostering partnerships with foreign investors, specifically with stakeholders from Qatar and other Arab nations. These collaborations are expected to bring significant investments aimed at the large-scale cultivation of specialised crops and grains, which will not only enrich the livelihoods of farmers but also create extensive opportunities throughout the food value chain.

Civil Service Reform and Institutional Renewal

In a significant step toward enhancing bureaucratic efficiency, Governor Lawal has implemented a groundbreaking competency-based examination specifically designed for directors who aspire to become Permanent Secretaries in Zamfara. As a result, twelve individuals have been appointed as Permanent Secretaries, setting a new standard for professionalism within the state’s bureaucracy.

In line with his commitment to institutional renewal, the state government has completed the phased renovation of the JB Yakubu State Secretariat Complex. This multi-block rehabilitation effort focused primarily on Blocks A and C, transforming them into dignified and functional workspaces that meet the needs of civil servants. Plans for the renovation of Block B are currently underway, further demonstrating the government’s dedication to providing a conducive working environment.

In an additional demonstration of his compassion and commitment to fiscal responsibility, Governor Lawal has settled over ₦13 billion in outstanding gratuity arrears owed to retirees, some of which date back several years. This initiative not only serves to honour the service of former civil servants but also aims to alleviate financial burdens for retirees and their families. Moreover, the governor has introduced a 13th-month salary bonus, a strategic incentive designed to reward productivity, boost staff morale, and foster a culture of excellence within the civil service. These efforts underscore Governor Lawal’s holistic approach to governance, prioritising both efficiency and the well-being of state employees. In a heartfelt gesture aimed at demonstrating solidarity during the festive Sallah break, Governor Lawal has officially approved a special festive bonus for all pensioners and civil servants throughout the state. This initiative is designed not only to enhance their celebrations of Eid but also to ensure that they have sufficient resources to provide for their families during this important holiday season. The bonus reflects the governor’s commitment to supporting the well-being of state employees and retirees, promoting a sense of community and joy as families come together to celebrate this significant occasion. By offering this financial aid, the state government hopes to foster a more inclusive and prosperous environment for all its citizens during the festive period.

Economic Diversification and Public Transit Innovation

Recognising the urgent need for sustainable economic growth, the Lawal administration has made a significant investment in public transportation by introducing 50 brand-new mass transit buses. These modern buses are thoughtfully designed to enhance transportation not only within Zamfara State but also to neighbouring regions, thereby facilitating easier movement for residents and travellers alike. Equipped with advanced real-time monitoring systems, these vehicles ensure safety and efficiency, while their provision of free Wi-Fi aims to keep passengers connected during their journeys.

This initiative is part of a broader strategy to alleviate travel hardships for residents, making daily commutes more manageable and reliable. By improving transportation infrastructure, the Lawal administration not only enhances the mobility of the population but also bolsters local economic activities. Governor Dauda Lawal has taken a significant step in bolstering the economic landscape for women in Zamfara State by awarding unconditional cash grants ranging from ₦300,000 to ₦500,000 to 100 enterprising women. This initiative aims to provide a strategic boost to their small businesses, enabling these women to invest in resources that will enhance their entrepreneurial ventures and contribute to the local economy.

This latest effort is part of a broader strategy implemented by the First Lady, which has already seen substantial successes. In previous initiatives, over 1,018 women received ₦20,000 each, along with essential starter packs, across all 14 Local Government Areas (LGAs). Additionally, a comprehensive agricultural empowerment project has been launched, benefiting 311 individuals—comprising 201 women and 110 youth—by providing ₦50,000 each along with crucial farming inputs.

The decision to increase the grant amounts and specifically target a group of 100 women reflects the state’s unwavering commitment to promoting self-reliance, economic empowerment, and sustainable livelihoods in Zamfara. Through these initiatives, the government aims not only to uplift individual entrepreneurs but also to cultivate a robust community of empowered women who can contribute meaningfully to the state’s economic growth and development.
