A former Inspector General of the Police (IGP), Alhaji Mohammed Dikko Abubakar, has said that the continuous negligence in implementing some strategic policies, especially from the National Institute for Policy and Strategic Studies (NIPSS), in Kuru, near Jos, is part of the reasons insecurity lingers in the country.

The former IGP said this in Abuja at the two-day retreat on Designing the NIPSS Strategic Plan (2025-2029) organised by NIPSS and the Alumni Association of the National Institute (AANI).

He said that it is not all about producing strategies, but implementation by the government and other relevant organs remains paramount.

Earlier, the Director General of NIPSS, Prof. Ayo Omotayo said the retreat hopes to take critical decisions and also set an agenda for the government for the next five years.

The retreat has started, and we are hopeful that we are going to make critical decisions that will be taken at the end of the retreat. The major thing is that we want to reposition the National Institute, we want to set an agenda for the next five years, and we want to ensure that we can contribute to national development.

“As we look ahead, developing a comprehensive and forward-looking Strategic Plan is essential for NIPSS to effectively navigate the evolving landscape of policy development and strategic studies. This plan will not only outline our goals and priorities for the upcoming years but also ensure our responsiveness to emerging challenges and opportunities within Nigeria and beyond.

“As you can see, we have brought in eminent Nigerians and alumni members from all across Nigeria so that we can set an agenda for the next five years for the government,” Omotayo said.

Also, Ambassador Tijjani Muhammad-Bande, a former NIPSS DG and President of the 74th General Assembly of the United Nations (UN), said it was important to ensure that the status of NIPSS is not only sustained, but raised for Nigeria to continue to reap its benefits.
