The union called for prosecution of both serving governors and those who have completed their tenures or voted out.
In a communiqué jointly signed by NCSU president Comrade Kiri Mohammed and union’s acting general secretary Comrade Felix C. Ifoh, the union decried the inability of some states and local governments to pay workers’ emoluments due to corruption.
The communiqué said the investigation is necessary because state resources are used in paying for inflated contracts and other personal expenses including chartered flights, sponsoring of political campaigns, bogus security votes and payment of severance allowances.
It said civil servants are facing difficulties as a result of nonpayment of salaries with a lot of them unable to neither buy food, afford school fees of their children, nor attend to the medical bills of their families and are forced to trek to their various offices daily.
 The union commended the federal government for averting a serious industrial dispute capable of crippling the poor state of the Nigerian economy, by taking the bold and courageous step of assisting the states.
It also hailed the Nigeria Labour Congress for putting in place a task force on unpaid salaries of workers in states and local governments.
