The International Peace and Secure Society (IPSS) has cautioned against moves to establish an unauthorised Hisbah-style security outfit in Kano State.

In a statement on Sunday, the Director-General of IPSS, Comrade Yahaya Danjuma Yusuf, said attempts to form any security structure outside the legally recognised framework could create confusion and undermine existing institutions.

He noted that Kano already has a government-established Hisbah Board, and parallel initiatives linked to private individuals may lead to overlapping roles and operational misunderstandings.

Yusuf emphasised that security and enforcement responsibilities in Nigeria are regulated by law and coordinated at the federal and state levels, with governors serving as chief security officers.

He expressed concern that an unregulated security group could cause public apprehension or conflict with established agencies.

Yusuf advised that former Hisbah personnel seeking assistance should instead be considered for lawful opportunities such as employment programmes, vocational training, or reintegration initiatives.

IPSS also urged the police, DSS and NSCDC to look into any reported mobilisation efforts and ensure that only authorised security structures operate within the state.

The organisation encouraged security agencies to continue collaborating with the Kano State Government to maintain order and prevent the emergence of unapproved groups.

It further appealed to community leaders and political actors to avoid actions or statements that could cause tension or undermine official security arrangements.

Reaffirming its commitment to peacebuilding, IPSS said Kano must continue to rely on recognised and lawful security institutions.
