Former Inspector General of Police Muhammadu Gambo Jimeta, who made the proposal, urged delegates to assist the secretariat by not sticking to their guns on issues that are not relevant to the outcome of the conference.
Delegates were still debating on the rules of procedure that will guide their activities, which include committee membership and leadership as well as how to vote if necessary.
“We should not be hard and fast about such minute issues as procedural details…in fact there are so many precedents in this country; in order for this conference to move in speed and have the desired effect, Mr Chairman I urge you to apply the doctrine of necessity and make sure that we move,” Jimeta said.
He added that “most of the things that we have been wasting our time on have no direct impact on the outcome of the conference. And we are not here for two years or three years and this is not a constituted parliament nor is it a legally established body that should be hanged on previous rules and regulations in the laws of the constitution of this country. So, there should be no hard and fast rules.”
He was supported by many of the delegates.
