President Goodluck Jonathan has brought to an end the rumors and speculations on who will be his Vice President when he formally forwarded the name of Kaduna State Governor, Mohammed Namadi Sambo to the National Assembly for confirmation in compliance to the provisions of Section 146 subsection 3 of the 1999 Constitution.

 In a letter addressed to the Speaker of the House of Representatives, Dimeji Bankole and dated 13th May, 2010 titled “Nomination of Vice President” President Jonathan said that “In compliance with the provisions of section 146 subsection (3) of the 1999 Constitution of the Federal Republic of Nigeria, I have the honour to nominate Alhaji Namadi Sambo for consideration as Vice President of the Federal Republic of Nigeria by the House of Representatives. While hoping that this exercise will receive the usual expeditious consideration and approval of the Honourable House of Representatives of the Federal Republic of Nigeria.”

Chairman of the House Committee on Rules and Business, Hon. Ita Enang (PDP, Akwa Ibom) who confirmed receipt of the letter yesterday said the nomination of Alhaji Sambo as Vice President shall be considered in plenary pursuant to Section 146 of the 1999 Constitution as it has already been listed on the notice paper distributed to lawmakers. Section 146 (3) (a)-(c) states that “where the office of Vice-President becomes vacant (a) by reason of death or resignation, impeachment, permanent incapacity or removal in accordance with section 143 or 144 of this Constitution; (b) by his assumption of the office of President in accordance with subsection (1) of this section; or (c) for any other reason, the President shall nominate and with the approval of each House of the National Assembly, appoint a new Vice-President”

Rep. Enang said in consonance with the provisions of the constitution, the House will not sit at a joint session with the Senate over the approval of Alhaji Sambo as Vice President. He said the leadership of the lower chamber will meet on Monday to work out modalities on how the approval will be conducted since this is the first time a Vice President will emerge through this process.
