Kaduna: N3.6bn out of N10bn capital budget approved for health MDAs in 2017 released

Only N3.6billion representing 34.4percent of the N10.490billion capital budget approved in 2017 for the health Ministry, Departments and Agencies (MDAs) in Kaduna state was released.
This was contained in the health budget performance score card for January-December, 2017 presented on Thursday by the Kaduna State MNCH Accountability Mechanism (KADMAM).
The scorecard revealed that the state ministry of health in the year under review had a release of N1.1billion out of the N4.158billion approved while the Drugs Management Agency had a release of N551.6million out of N1.161billion approved for 2017.
Also, the Primary Health Care Development Agency had a release of N1.917billion out of N4,276billion approved while the Kaduna State AIDS Control Agency had a release of N2.5million representing 0.61percent out of N409million approved. N179.6million was approved for College of Nursing and Midwifery in 2017 out of which only N648,433.37 was released.
Similarly, out of the N118million approved for College of Midwifery, only N19.5million was released while Shehu Idris College of Health Sciences had a release of N14million out of N186.9million approved.
The section two of the score card tagged ‘Renovation and upgrading of 255 primary health care centres as at March, 2018 further revealed that 77 PHCs out of the 255 awarded for upgrade have been completed.
While 33 PHCs out of the 86 awarded in the northern senatorial zone have been completed, 24 out of the 81 awarded in the central zone have been completed. At the southern senatorial zone, 20 out of the 88 PHCs awarded have been completed.
In his speech, the commissioner for health and human services, Dr. Paul Manya Dogo said that the upgrade and renovation of PHCs in all the political wards of the state has progressed, “though slowly but surely.”
According to him, 102 have been completed, saying 62 are between 50 to 99 percent completion while 91 are below 50 percent completion. “We have problems of poor initial condition surveys, which led to a number of variations and site issues,” he said.
He however mentioned a number of general hospitals across the state that are receiving interventions including General Hospitals of Ikara, Hunkuyi, Kaura, Gwantu, zonkwa, Kagarko, Maigana, Hajiya Gambo Sawaba general hospital, Yusuf Dantsoho memorial hospital, Sabon Tasha, Rigasa, Kawo, Rural hospitals of Kujama, Kwoi, Fadan kagoma and Turunku, among others.
The interventions he said are essentially to enable them provide better healthcare to patients especially those referred from the various primary health centres.
