The Kano State House of Assembly has passed an executive bill to establish the Kano State Motor Vehicle Administration Agency, effectively transferring road traffic enforcement powers from the Kano Road Traffic Agency (KAROTA) to the new body.
The bill, transmitted to the assembly by Governor Abba Kabir Yusuf, was presented by Majority Leader Lawal Hussain during plenary.
It aims to enhance road traffic safety and improve revenue generation in the state.
The new agency will be responsible for issuing specific classes of driver’s licences, conducting driver and tricycle rider testing, operating public driving schools, and licensing auto dealers, mechanics and workshops.
It will also be in charge of registering and issuing number plates for all vehicle categories, including motorcycles and tricycles, and providing learner’s permits.

Clarifying the potential overlap with KAROTA, the Majority Leader explained that while KAROTA will continue to handle traffic control, the new agency will focus solely on the enforcement of road traffic regulations.
The bill will now be forwarded to the governor for assent.
