By so doing, the governor has restored to the local governments in Kaduna state their full independence as an arm of government. This is against what the past PDP led governments in Kaduna state did during their sixteen years rule. The state was in full control of local government funds, and the local government only took what the state govt gave them. The onus now lie on the 23 local government chairmen to utilise this funds judiciously for the development of their respective local government areas. Excuses will no longer be tolerated from them. I also call on the state government to ensure strict monitoring of  these local governments to ensure that monies allocated to them are judiciously utilised. The members of the Kaduna state House of Assembly should also be effective in carrying out their oversight function of monitoring the accrued income and expenditure of these local governments. The state should further publish funds that accrue to each of the 23 local governments on a monthly basis. This will enable the led ask certain questions as to the local government chairmen and hold them accountable. Thank God immunity  clause does not protect local government chairmen and officials from the law while in office, those who have vowed to seize this opportunity to loot should have a rethink because the law can catch up with them at any time.
