Take countries like Tunisia, Syria, Libya, Yemen, Egypt, Afghanistan, Iraq, Burundi, Central Africa, Bosnia, Burkina Faso, Mali and Nigeria all suffering from either tribal, territorial, religious or political problems leading  to the birth of rebels in a part or some parts of a country or internationally.
The word rebels, is defined as a group of armed people who rise in armed resistance against an established community, state, federation, republic or ruler even by mere destroying of land mark to shedding the blood0 of citizens.
It is worthy enough to know that rebel cases are globally treated to safeguard their legitimacy or vice versa. Their rebellious activities can fall within any state or country.
It is also worthy enough to caution that problems, no matter how tiny they are, must get attention right from the onset. Taking action by any authority concerned is a must and it is a main duty and responsibility for any ideal state and ideal leader as the one who gives so much iterative watch to the security, welfare, right, dignity wealth, life and all means of well-being for the betterment of his subjects.     
Philosophers have classified various types of states (countries). Among them are the “Ideal State” and an “Ignorant State” as well as the “Corrupt State” etc. They went to state that an “Ideal Leader” to the people should be like God to the universe”.
If problems are tackled or traced right from the roots with a sound thinking faculty, things can definitely be controlled before they go out of hand, subsequently peace and tranquility would prevail.
The main problem of global anti-social status quo is having laissez faire attitude to arising problems.    
Therefore, the rules and regulations to control the phenomenon are hereby serialised below:-
1.  A means of communication to the rebels should specially, be created to send them and ask for their grievances and motives behind the rebellious activities after which a grace of a time limit must be stated in the means. Another chance for reply may also be provided in case of failing to reply within the first stipulated ultimatum.
2.  If after the receipt of the reply, their grievances are examined and legality to their claim is ascertained, necessary action must then be taken to eternally come to the end of the grievances.
3.  But if it is beyond reasonable doubt, found that they have wholly dwelled into gross fallacy or fallacies, they should instantly and evidently be enlightened with all sorts of living facts (especially from the doctrines of their faith and or confidence) and by experts in the field with much concern for the interest of justice at all its ramifications.
4.   If they incline to the right path, they should then be admitted into another stage of dialogue. But if they persist, they should once more be given another evident call to order as last means of reciprocal means of dialogue.
5.  An apparent face-to-face, live television or internet dialogue may possibly be resorted to under expertise management to exhibit more convincing facts at stake. If they persist, and in the absence of any more peaceful avenue, an ultimatum to surrender may be given. And at the expiry of the ultimatum, they then be persecuted vigorously.
During the persecution, the following measures and cautions should necessarily be taken:-
1.  Fighting them should not be with the aim of annihilating them entirely by either air bombing means or destroying them with various sophisticated weapons. They should rather be over powered to only surrender and be law abiding citizens.
2.  Their wives and siblings should not be killed and if detained, they should be released under conditions and observation.
3.   Their properties should not be damaged, destroyed or confiscated.
4.    Captives of both parties should not be killed. Escapees should also not be persuaded with aim of killing them but rather with wise convincing facts.
After the battle, the under mentioned measures should be maintained as far as peace reigns:
1.  No need of ransom by both parties.
2.   No arrest, re-arrest or revenge against any party as far as repentance prevails.
3.   A binding order for good behaviour should be presented for continuous peace and order.
4.   Lastly, rebels should always be under vigilance. Their rights and welfare should be observed as well as other citizens’ rights and welfare.
Now in many countries a lot of things have been neglected in terms of socio-economic and political rights from the local level, state government level up to the federal level, down to the position of what is coined as “beyond-repair”. Civil service, community and administrative affairs are in the state of chaos. Ethics and peaceful co-existence ceased to be visible in our day to day activities. If such things go out of hand, so much effort must be made before they come under control. A journey of 1000 kilometers begins with a step.
