Mad post-cold war diplomacy

‘’Diplomacy’’ carries several old ancient Chinese and Indian traits, notably: secretive practices; use of ‘aristocrats’; targeting other territorial, economic and military powers for domination; benefits and allies. ‘Diplomats’ conduct talks in negotiations and draw up treaties, conventions and charters.
Secret diplomatic activates deny information mainly to general publics. Intelligence agencies and investigative media, particularly foreign correspondents of rich news media, either assist or break through such secrecies; while ‘’Political Officers’’ in embassies are assumed to be intelligence operatives.
 In 2001 ‘’Newsweek’’ magazine claimed that the pilots who bombed the Twin Towers in New York were part of a militant ‘’Taliban’’ group trained by American intelligence operatives to fight Soviet troops supporting Afghanistan’s communist government. Others later accused President George Bush of using the bombings in a ‘’mad diplomatic’’ pretext for conducting pre-planned wars in Afghanistan and Iraq for the benefit of those financiers of the Republican Party who make money from marketing military weapons.
These wars incited Arab nationalists into extending this new non-state use of explosives manufactured by Euro-America to kill civilian populations and destroy infrastructures. Euro-American leaders reacted by recalling Europe’s own history of wrecked societies; inciting violence by angry Arabs against fellow Arabs inside their own territories. Formidable think-tanks made of academic researchers, diplomats; media reporters and intelligence operatives familiar with Arab countries pooled information, insights and analytical skills to invent the architecture of a ruthless counter-offensive.
In 2011, demonstrations in Tunisia ignited what they mockingly named as the ‘’Arab Spring’’. Its fury murdered Muamar Gaddafi; turning Libya into a giant a burning oil well. Also felled was Egypt’s Hosni Mubarak, who for 3 decades was a brutal enemy of social welfarish Muslim Brotherhood. Gaddafi and Mubarak had secretly negotiated a deal with Russia to exploit 5 billion tons of oil and gas deposits in Egypt.  Euro-American diplomacy went mad with fury on discovering that Russia would control gas from North Africa and from Ukraine. Arab allies became mortal enemies.
The destruction of Libya; planned instability in Egypt, and the ruin in Syria also cleared the security neighbourhood for Israel; while wrecking markets in Libya and Syria for military weapons sold by Russia. In Iraq the defeat of the Baath Party and demobilisation of its Sunni military and intelligence personnel gave ISIS highly trained human resources  to wreck Saudi Arabia and fight a non-Sunni religious sect ruling over Syria. Euro-American diplomacy made a rich harvest of getting Arabs to bleed fellow Arabs in a tragic opera written and directed by NATO’s secret diplomacy.
Jean-Claude Juncker in an address to the European Parliament (9/09/2015) celebrated Europe’s achievement in exporting to her Mediterranean neighbours a long  history of massive dislocation and migration as refugees – including Poles and Jews during World War 2. He urged that 160,000 migrants fleeing from internal wars in Syria, Libya and Egypt ‘’must change from being a problem to a well-managed resource’’.  Since Europe’s population is in severe decline, he argued, he is ‘’strongly in favour of allowing asylum seekers to work’’.
In 1967, Enoch Powell, a British MP and former cabinet minister, pronounced a vision of waters of the River Thames turning red with the blood of English folks slaughtered by immigrants mainly from India and Pakistan.  He was mocked into a furious silence. His views have been re-honoured in September 2015 by Hungary’s prime minister; warning that the over 800,000 immigrants from Syria – that Germany alone is committed to hosting – will wreck the Christian character of Europe.  When I visited Hungary in 1983, I was told about the barbarism that Ottoman Turks inflicted on Hungarians. It did not help reminding them that Rumanian immigrants committed genocide in far away Chile; just as German immigrants did in Namibia. Juncker rebuked Hungarians for forgetting being refugees after Soviet troops crushed their pro-Western revolt in 1956.
It is not clear who is ‘’trafficking’’ refugees: either clever operatives in Syria giving Europeans victims they parented by wrecking functioning societies in the Arab rim of the Mediterranean Sea;  or European elites harvesting new fertile human cohorts to silence a xenophobic  right wing; and increase her declining population.
 Fidel Castro practiced diplomacy of addressing Cuban crowds for bouts of five to ten hours; exposing to them attacks by the United States on Cuba.  Most African diplomacy ignores their peoples; while foreign spies buy ‘’secret’’ government files from Cabinet ministers and civil servants.  Activities within the African Union get fewer media coverage than European football.
Juncker proposed a cynical ‘reparation’ fund of 1.3 billion Euros to ‘’address the root causes of dislocation’’ breeding refugees. Bureaucrats in Brussels have long planned a ‘’mad diplomacy’’. Africa’s diplomats must compete beyond secrecy by cooperating with think-tank support by Africa’s academic researchers and foreign correspondents.
