MDAs failed full compliance in 2025 ethics, integrity scorecard – ICPC

The Independent Corrupt Practices and Other Related Offences Commission, on Tuesday, revealed that no Ministry, Department or Agency achieved full compliance in the 2025 Ethics and Integrity Compliance Scorecard.

It highlighted that out of 344 MDAs assessed, 48 MDAs (13.95%) demonstrated substantial compliance, 132 MDAs (38.37%) recorded partial compliance, while 141 MDAs (40.99%) showed poor compliance.

The Chairman of the anti-graft agency, Musa Aliyu, who disclosed this at the commission’s headquarters while presenting the MDAs’ scorecard, noted that 23 MDAs (6.69%) fell under non-compliance.

Aliyu, a Senior Advocate of Nigeria, who was represented by the Director of the System Study and Review Department, Olusegun Adigun, said 114 MDAs did not submit financial reports to the Office of the Accountant-General of the Federation.

“No MDA achieved full compliance,” he said.

According to him, 40 MDAs failed to remit Internally-Generated Revenue (IGR) as required, and 75 MDAs did not comply with fiscal responsibility provisions.

The ICPC boss noted that while some improvements were observed in financial management, weak administrative systems, poor training, and ineffective ACTUs continue to undermine transparency and accountability in the public sector.
