The Nigerian Civil Aviation Authority (NCAA) has concluded plans to review the 2013 National Civil Aviation Policy (NCAP).

The authority on Tuesday issued an All-Operators Letter (AOL) notifying all stakeholders of the review.

The review followed the recent presidential assent to the new Civil Aviation Act (CAA) which has now taken effect.

Daily Trust reports that the CAA was last reviewed in 2013 during the tenure of Mrs Stella Oduah as Minister of Aviation. 

The AOL issued yesterday and signed by the NCAA Director-General, Capt. Musa Nuhu, with reference number NCAA/DG/AIR/II/16/341 explained that the planned review would be a consultative process with industry and non-industry stakeholders.

The letter read: “Following the passing and signing into law of the Civil Aviation Act 2022, the Honourable Minister of Aviation has deemed it necessary to review the 2013 National Civil Aviation Policy to create a policy document for the sustainable growth and development of the aviation industry as part of the aviation roadmap. Please find attached a copy of the 2013 National Civil Aviation Policy. 

“The review of the 2013 National Civil Aviation Policy will be a consultative process with industry and non-industry stakeholders whose functions/activities have a direct and/or indirect bearing on the aviation industry.

“All stakeholders are strongly encouraged to participate in this process by submitting position papers on or before Friday; November 18th, 2022 to the undersigned for collation and analysis to produce a draft National Civil Aviation Policy. 

“The draft document will be shared with all stakeholders for review at a stakeholders’ conference to be convened at a later date. The final document will be submitted for adoption and approval by the Federal Executive Council as the new National Civil Aviation Policy.” 

The NCAA DG had said the Civil Aviation Act 2022 would help strengthen the power of NCAA as a regulatory agency, adding it has removed encumbrance clauses that complicate the oversight function of the authority against the Nigerian Airspace Management Agency (NAMA) and the Federal Airports Authority of Nigeria (FAAN).
