Nigeria has unveiled an ambitious education roadmap that aims to reduce the number of out-of-school children (OOSC) by 15 million before the year 2027, with particular focus on nomadic populations who have long been excluded from formal schooling.
The initiative, led by the National Commission for Nomadic Education (NCNE), comes on the heels of a nationwide survey conducted across six states and the Federal Capital Territory (FCT) to generate reliable data on the scale of the problem and the barriers preventing access to learning.
According to the Executive Secretary of NCNE, Professor Bashir Haruna Usman, the commission is determined to ensure no community is left behind.
“We’re doing a needs assessment on youths who have finished secondary school, even JSS, and have dropped out or are not doing much in society. We should re-capture them back to school and teach some of them skills,” he said.

Balarabe Shehu-Kakale, Special Adviser to the Minister of Education on OOSC, said the roadmap is backed by evidence-based planning.
Nigeria’s 2024–2027 education plan is designed to reduce the OOSC population by at least 25 per cent annually, representing one of the boldest commitments yet in tackling what UNESCO has identified as one of the world’s largest education crises.
