ISPON President Chris Uwaje at an interactive session with ICT journalists in Lagos said that software are subjected to corrections, modifications and this is why software usually have different and upgradeable versions.
He said: “There is no software in the world that is error free and that is why there are different versions. We have version one, version two, version three, because we have different version because it’s not perfect. So it continues as the human nature and demand welcome and challenges. It cannot be error free because there are boxes, relationship for hardware, and software in embedded system. When they all interact, there is this seamlessness that is meant to refine them, so they now demand for new version and invariably, it cannot be error free.”
The institute  called on the federal government to urgently establish a national software board that will regulate this aspect of information and communications technology as Nigeria’s economy strives to be digital based.
Uwaje, who debunked the notion that Nigeria software are inferior to foreign software, noted that the national software board if established will properly coordinate software implementation programme in Nigeria.
According to him, “Anybody who tells you that Nigeria software is inferior to foreign software, we challenge the person to international debate.”
Uwaje decried the preference for foreign software by government agencies and organizations even when indigenous software are better, because of alleged financial gratification promised some of the officers in foreign currency.
ISPON President said the board will help to streamline software framework for both government and private players as well as addressing the corruption in software deployment in the sector.
According to him, such board will be a central software knowledge clearing house for approval of all imported software into Nigeria, to determine their efficacy, quality, operational performance, functional analysis, suitability to Nigeria condition as well as national security evaluation.
He said: “The board should determine the performance compliance of every software with respect to ISO:2000 standard on software, and ensure that they did not infringe with limitations that bother on national security.”
Uwaje noted that the board should be able to determine if software to be imported could be developed locally by Nigerians and then make recommendations.
