The Federal Government has launched a digital platform aimed at improving citizen engagement and governance, with the unveiling of the CLHEEAN Mobile App by the National Orientation Agency (NOA) in Abuja.

The app, an AI-powered virtual assistant and civic education tool, is designed to promote national unity, provide accurate information on government policies, and encourage public participation.

The Director-General of NOA, Lanre Issa-Onilu, said: “Today marks a defining moment in our nation’s journey. Not just because NOA is launching a new platform but because we are transforming how government connects with the people.”

He said the app was created to address long standing challenges, including limited access to information, low citizen participation, and weak feedback channels.

“For too long, we have faced a familiar challenge: Citizens who want to be heard and systems that do not always listen,” he said.

He added: “Limited access to information. Low levels of engagement. Weak feedback channels. And when this happens, a gap forms, a gap between government and the people it serves. Today, we begin closing that gap.”

Issa-Onilu noted that the CLHEEAN App combines civic education, real time information, and engagement tools in a single platform.

He explained that the app includes AI-powered voice and chat assistants, multilingual support in Hausa, Yoruba, and Igbo, and interactive features designed to make governance accessible and inclusive.

He said: “Simply put, government is now in your pocket.”

He added that the launch aligns with the federal government’s agenda to promote transparency, accountability, and inclusive governance.

He explained that the app features modules for civic education, feedback and reporting tools, interactive engagement options such as debates, quizzes, community forums, and real time information updates.

He said the guided “Tour” feature helps users navigate the app, ensuring accessibility for all Nigerians.

He added: “This initiative is about giving citizens a voice. Ensuring that decisions are shaped by real experiences. Real needs. Real feedback.”

He said: “Nation building is not a spectator activity, it is a shared responsibility.”
