In every field, there are individuals who stand out for their transformative contributions, and in the realm of health financing and social health insurance in Africa, Oludare Bodunrin is one such figure. A passionate advocate for equitable healthcare, Bodunrin has dedicated his career to advancing social health insurance systems that ensure access to quality healthcare for underserved populations.
In 2023, a World Bank report painted a grim picture of global health equity: “By 2019-2020, 1.3 billion people were pushed deeper into poverty due to medical expenses, while over 1 billion faced catastrophic and unplanned health costs”. These figures underscore the urgent need to advance social health insurance and ensure equitable access to healthcare worldwide.
Amidst these challenges, Bodunrin emerges as a beacon of hope and innovation in health financing. With over 12 years of experience in strengthening health systems and designing impactful initiatives, Bodunrin has dedicated his career to promoting social health insurance and ensuring quality healthcare for underserved populations in Africa. His work reflects a deep commitment to tackling the financial barriers that prevent millions from accessing essential health services.
Leading the pack in social health
It was Daniel Akaka who once remarked, “A tremendous amount of needless pain and suffering can be eliminated by ensuring that health insurance is universally available.” It is Bodunrin who embodies this belief through his strategic initiatives aimed at bridging the gap between policy and practice. From leading the design and implementation of state-level social health insurance schemes in Nigeria to scaling regional health financing portfolios at SPARC under Amref Health Africa, his contributions have been transformative. His efforts have not only expanded access to healthcare but also strengthened systems to ensure sustainability and efficiency. He was able to amplify the reach and impact of his work across multiple countries by leveraging partnerships with organizations like Africa CDC and the Africa Health Economics and Policy Association.
As a Business Development Officer with Hygeia Community Health Care (HCHC), a not-for-profit arm of the Hygeia Group, founded to provide health insurance to the low-income population of Nigeria, Bodunrin was largely steering the enrollment of over 400,000 enrollees for the social insurance program and with over 1 million hospital utilization achieved. Through his effort, HCHC became the first and the most successful health microinsurance program in Nigeria in the last decade.
In his capacity as Business Development Officer, he created and developed a strategic plan that would impact 1 million lives in five years and transition the project into a self-sustainable, non-donor-funded program. Bodunrin also created significant health applications for the organization, amassing grants worth over $2 million.
Bodunrin’s drive kept gaining steam. He was part of an executive team effort that negotiated with Telcos, Microfinance institutions, and donor organizations for financial inclusion project solutions for rural areas. He impacted many peri-urban and rural areas in Lagos and Ogun States by conducting market scoping, community assessments, and stakeholder engagement to bring social health insurance to the people who needed it most. Bodunrin contributed to the development of a self-sustainable health microinsurance product which achieved 118% of the benchmark during the test phase.
Creating Health Frameworks
In 2015, Oludare Bodunrin embarked on a pivotal journey with Purplesource Health Limited, a healthcare investment and management firm, as the Business Development Officer for Mt. Sinai Hospitals. His innovative approach led to the creation of a centralized drug procurement system, slashing monthly drug costs by 30%. Furthermore, Bodunrin developed a strategic framework to boost the company’s revenue through value-driven relationships with the hospital’s host community and client segments. He also played a crucial role in coordinating the organization’s membership and participation at the Centre for Health Market Innovation.
With extensive experience in donor relations, Bodunrin successfully secured grants totaling $120 million from CHMI, GSK, and Pfizer for various projects, including social health insurance initiatives. He also spearheaded proof-of-concept projects worth $500,000 and managed relationships with 98 institutional clients, generating over NGN 100 million in annual revenue.
Bodunrin’s expertise in health system strengthening and social health insurance garnered global recognition from the Results for Development Institute (R4D). As a Program Officer, he worked with Nigeria’s Federal Government through major healthcare agencies like the Ministry of Health, NHIS, and NPHCDA to implement the National Health Act 2014. His contributions have been instrumental in advancing healthcare reforms and ensuring equitable access to quality healthcare across Nigeria and beyond.
His journey in advancing social health insurance in Nigeria is a testament to his expertise, vision, and unwavering commitment to equitable healthcare. Through strategic collaborations, he has made remarkable strides in promoting health equity across multiple states. In Kaduna State, Bodunrin provided technical leadership for the design and implementation of the Kaduna State Contributory Health Scheme. His work included developing critical frameworks such as premium financing models, operational guidelines, and standard operating procedures, which have strengthened the scheme’s efficiency and accessibility.
As a passionate advocate for social health insurance, Bodunrin also served as an independent adviser for the performance review and design improvement of the Oyo State Health Insurance Scheme. Recognizing the unique challenges of informal sector coverage, he designed a co-creation approach to ensure the inclusion of underserved populations in social health insurance schemes. His efforts have not only improved access to healthcare but also mitigated financial hardships caused by unplanned medical expenses.
Bodunrin’s expertise has earned him global recognition, including his appointment as Senior Program Officer for Health Systems Strengthening at the Bill and Melinda Gates Foundation’s Nigeria Country Office. In this role, he continues to leverage his extensive experience to drive impactful reforms and strengthen health systems across the continent.
