Ondo and Enugu states are the lowest in accessing grants from the Federal Government through the Universal Basic Education (UBE) for the development of basic education between 2005 and 2016.
Ebonyi, Oyo, Ogun and Bayelsa are classified as ‘average performing’ states because they have not accessed huge sums of money from UBE.
A document issued by UBE titled: ‘Matching grants disbursement performance as at June 30, 2017’, published in its News Magazine, categorised Borno, Rivers, Sokoto, Jigawa and Nasarawa as ‘top performing’ states. They scored over 90 per cent in accessing the grants.
States are expected to pay 100 per cent counterpart funds to access the UBE matching grant.
The document places Ondo State, with 55 per cent, as the least in terms of matching grants, followed by Enugu with 59 per cent, and Ebonyi, Oyo, Ogun and Bayelsa states with 65 per cent each.
Twenty five states are grouped as ‘performing’ while UBE’s Executive Secretary, Dr. Hamid Bobboyi, said discussions were concluded with Edo State, with 70 per cent, to access her remaining N2.9bn matching grants.
The un-accessed grants in the purse of the commission run into billions of naira.
Ondo State has the highest un-accessed funds, with over N4.4bn, followed by Enugu, with N3.9bn, as well as Ebonyi, Oyo, Ogun and Bayelsa, with over N3.3bn each.
By contrast, Borno, Rivers, Sokoto and Jigawa states, with about N5.5m each; had the lowest amount of un-accessed grants with the commission. Nasarawa has about N9.7m remaining.
Yobe, Kogi, Akwa Ibom, Osun, Plateau, Abia and Niger states have over N2bn each as un-accessed grants, yet they are grouped as ‘performing.’
