Gomwalk said “Every piece of land that you own is in the care of the government, the government is the ultimate land owner but we lease it out to an individual or corporate organization for a certain period a of time, as the word lease implies, there should be a sort of enumeration given to the government as a tax or in our own case, ground rent.”
He explained that the exercise would enable the state government ascertain the number of land owners and structures as contained in Certificates of Occupancy (C of Os) and warned that mobile courts had been established for the purpose of prosecuting defaulters.
