Nigeria stands at a complex juncture in its national development trajectory, yet its critical national infrastructure (CNI) remains perilously vulnerable to persistent threats, both physical and cyber. From the frequent collapses of the national electricity grid to the chronic sabotage of oil pipelines, the country’s economic backbone is repeatedly exposed to systemic disruptions that erode investor confidence, undermine national security, and stall socio-economic progress. These vulnerabilities demand decisive action toward the digitisation of infrastructure security; a transformation that is not merely desirable but imperative.
The Nigerian Electricity Regulatory Commission (NERC) reported over 222 partial or total grid collapses between 2010 and 2023, with 46 incidents recorded between 2017 and 2021 alone. These collapses have remained unabated, resulting in multi-billion naira losses to the economy annually, hampering productivity, and aggravating public frustration. Simultaneously, Nigeria’s oil sector suffers an equally debilitating blow from incessant pipeline vandalism. According to the Nigerian National Petroleum Company Limited (NNPCL), over 200,000 barrels of crude oil are lost daily to theft and sabotage, translating to an estimated $3.5 billion in annual revenue loss, a hemorrhage the nation can scarcely afford.
These figures illustrate not merely operational inefficiencies, but a fundamental failure in infrastructure security and risk management. Traditional, analog-based protection mechanisms, manned surveillance, static checkpoints, and reactive crisis response are no longer fit for purpose in an era of networked threats and asymmetric attacks. What is needed is a digital, intelligent, and adaptive framework for protecting critical assets.
The case for digitising infrastructure security lies in three core capabilities: real-time monitoring, predictive analytics, and integrated response systems. Emerging technologies such as AI-powered surveillance, Internet of Things (IoT) sensors and geospatial intelligence can provide around-the-clock oversight across vast and remote infrastructure networks. For instance, motion-detection sensors installed along pipeline routes can alert control centers of tampering attempts in real time, enabling preemptive interventions before sabotage occurs.

Moreover, predictive maintenance, powered by machine learning algorithms trained on historical data, can identify early signs of mechanical failure or structural stress in grid components, enabling repairs before catastrophic breakdowns. This approach has already proven effective in countries like Germany, where predictive diagnostics have reduced downtime in power infrastructure by over 30 per cent, according to the German Federal Network Agency.
Situational awareness is also exponentially enhanced through digitisation. Integrated command-and-control platforms can synthesise inputs from surveillance drones, ground sensors, cyber threat detection software, and emergency response protocols to generate a dynamic operational picture. Such systems enable decision-makers to act with speed, precision and coordination during both attacks and technical failures.
While the potential is clear, implementation must be strategic and context-sensitive. Nigeria can begin by adopting a tiered digital protection model. First, high-risk infrastructure, such as power stations, oil and gas pipelines, ICT backbones, and transportation hubs, should be prioritised for immediate digitisation. Second, security layers should be integrated to include both cyber and physical elements. This duality is crucial as cyber-physical attacks, where digital intrusions are used to enable or amplify physical damage, are becoming more common globally. The Colonial Pipeline ransomware attack in the United States in 2021 is an example of how critical infrastructure can be paralysed by insufficient cybersecurity.
International partnerships will play a pivotal role. Collaborations with agencies like the U.S. Cybersecurity and Infrastructure Security Agency (CISA), the UK’s National Cyber Security Centre (NCSC), and private firms specializing in smart infrastructure can accelerate Nigeria’s capacity-building and technical preparedness. Bilateral cooperation can also facilitate technology transfer, joint exercises, and shared threat intelligence.
Equally crucial is regulatory reform. Nigeria’s National Cybersecurity Policy and Strategy (NCPS 2021) provides a valuable framework but must be operationalised through enforceable legislation, fiscal incentives for private sector investment, and clear institutional mandates. Public-private partnerships (PPPs) are indispensable in this space. Given that over 60 per cent of Nigeria’s CNI is either owned or operated by private entities, their inclusion in national protection strategies is not optional. It is foundational.
Yet, no technological solution can succeed without human capital. Nigeria must invest in training a new generation of cybersecurity professionals, systems engineers, and digital infrastructure managers. The current skills gap is staggering. According to the International Information System Security Certification Consortium (ISC²), Africa will face a shortage of over 700,000 cybersecurity professionals by 2030. Nigeria, as the continent’s largest economy, will bear the brunt of this deficit unless it rapidly scales up training and education in STEM and security-related disciplines.
Finally, digitisation must be grounded in local realities. Infrastructure in the Niger Delta, for example, faces not only technical threats but also socio-political ones rooted in local grievances, poverty, and environmental degradation. Technology alone cannot resolve such conflicts; rather, a holistic approach combining digital tools, human intelligence, community engagement, and sustainable development is required.
The dividends are immense: restored investor confidence, uninterrupted economic growth, enhanced public trust, and most importantly, a future where infrastructure serves as a pillar of national strength rather than a point of persistent vulnerability.
