Muhammad Al-Ghazali aptly and correctly captured the why of the legislators’ grandstanding on the 2016 budget. The bottom line is the constituency projects (CP) which is a “veritable platform for Members/Senators’ access to flush funds to meet their selfish” primitive greed. But there is political/democratic way-out for the Presidency, a double-edged one at it:  allow the constituency projects and effectively monitor the funds release for and implementation of the projects. That way the legislators’ collaborators in the Executive (MDAs) could be exposed. And the Lagos- Calabar project should be accepted by the Legislators as supplementary.
