This call becomes necessary to avoid sub-jecting innocent herders from unnecessary harassment thereby making them more hostile to constituted authority.
I personally think positive engagement would yield better result than engaging them in fratricidal conflict. The states concerned must as a matter of priority lead the process of engagement with the nomads rather than crying all the time to the federal government for intervention.
Finally, if there is justice permeating across all segments of the society irrespective of ethnic or religious affiliations, eighty percent of the problem would be resolved without a shot being fired!
