This is as a result of the indiscriminate manner with which people throw refuse around, without looking for an approved refuse site and dumping area where refuse can be dropped for easy evacuation by a designated authority.
People carry out this act probably with the belief that there is no government in place or authority whose responsibility it is to put in place policies of supervising and regulating careless dumping of refuse by people of the state.
This is why in Owerri, the popular roads and streets such as  Douglas, Mbaise, Weatheral and other adjoining streets and roads have remained a no go area because of the heaps of refuse dumps. Passersby can no longer pass the affected roads without covering their noses and even eyes because of the mess.
To many people, especially visitors and even indigenes of the state, it is unbelievable  that such eyesore is allowed on those major streets and roads of Owerri when there is government in place.
On Douglas road alone, which remains one of the most popular and linking roads to other smaller ones in the capital city, the number of refuse dumps situated between Emmanuel College junction down to Ama JK is horrible and alarming indeed. The presence of refuse dumps on the roads has almost rendered the place impassable by both motorists and pedestrians.

Because of the position of Douglas road, traders, market people on daily basis drop refuse from the shops to the main road thereby abandoning the real dumping place created by government.
Because of the nuisance, long, articulated truck that pass the roads on daily basis and other drivers find it very difficult to move freely and whenever they get to the points, it takes a number of hours before they could get out of the gridlock and continue to their destinations.
A business man at the Ekeukwu Market along Douglas road, Chief Eze Obi, lamented the rate people dump refuse on the road thereby causing traffic jam. He said that the worst thing is that some traders ignore the approved places to dump their refuse as they dumped anywhere they liked without considering the consequences.
A bus driver in Owerri, Ikenna Olu told Daily Trust that he was not happy with the way people litter refuse around, attributing it to absence of refuse containers in the approved areas.
