Regional positions at the conference

1.   13 percent derivation should be calculated from onshore alone.
2.   The onshore/offshore oil dichotomy abolished by the National Assembly should return.
3.   The Ministry of Niger Delta, Niger Delta Development Commission (NNDC) and the Amnesty Programme for Niger Delta ex-militants to be scrapped.
4.   Local Governments should remain as the third tier of government.
5.   There should be devolution of power between federal and states as federating units.
6.   Presidential system should remain with slight modification.
7.   There should be no state police force

South- South zone
1.  Total ownership and control of mineral, oil and gas resources by oil-producing states.
2.  There should be 50 percent derivation formula.
3.  Onshore/offshore oil dichotomy should not be reintroduced.
4.  Local governments should be scrapped.
5.  The Ministry of Niger Delta, Niger Delta Development Commission (NNDC) and the Amnesty Programme for Niger Delta ex-militants shouldn’t be scrapped for now.
6.  Power should be devolved between federal and states as federating units.
7.  Presidential system should remain.  
8.  There should be state police force.

South West
1.  States should be replaced by six or more geo-political zones as federating units.
2.  Parliamentary system should replace the current presidential system.
3.  The onshore/offshore oil dichotomy abolished by the National Assembly should return.
4. 13 percent derivation should be calculated from onshore oil alone.
5. There should be state police force.
6. Geo-political zones as federating units should create states and local government as they deemed fit.

South East
 1.   Additional states should be created for South East zone.
2.  Presidential system should remain with modification.
3.  States should be allowed to create their police force.
4.  Local governments should be removed as a tier of government.
5.  The presidency should be rotated among the six-geopolitical zones.
6.  Geo-political zones shouldn’t be used as federating units.
