The House of Representatives has passed for second reading a bill that seeks to shape and control students’ conducts and behaviours while in schools. The bill, sponsored by Rep Musa Sarkin Adar (APC, Sokoto), seeks an amendment to the National Universities Commission (NUC) Act 2004 to empower the commission to set out code of conduct for assessment of students’ characters.
The amendment also provides that students’ character alongside academic performance would be the conditions precedent to the award of degrees to deserving students. Additionally, the amendment proposed to make it mandatory for immediate issuance and release of certificates to graduating students in all tertiary institutions in Nigeria.
Leading debate on the bill, Sarkin Adar said before students are issued certificates, it is the tradition to say that “they have been found worthy in character and learning,” but he wondered how schools monitor students’ characters these days.
