There is a popular saying in law which says: “The law court is not a Father Christmas. It cannot give to you what you have not asked for’’. Another one says: “the court is not a charitable organisation”-Someone must approach the court before it acts on any matter.

Please excuse me as a layman if I misuse the above mentioned legal quotes, but however, In my suggestion, the “Executive” Arms of government and or the “Senate” should seek for court “ INTERPRETATION” of section 171 of the 1999 constitution as amended which talks about confirmation of Mr President’s appointees, on the one hand, and sections 80 and 81 of the the same constitution which talk about Appropriation Act and Annual Budget preparation in order to save the country of crisis between two Elephants which will make the grass suffers.
